Description

This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the FAR Part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quote (RFQ) under solicitation number 80JSC026Q0010 for a contractor/facility capable of providing a comprehensive underwater spaceflight analog training and testing capability that includes all infrastructure, personnel, equipment, materials, food, supplies, and operational support required for multi-day subsea missions. Additional information is provided in Attachment 1.

The provisions and clauses in the RFQ are those in effect through Federal Acquisition Certification (FAC) Number 2026-01.

The NAICS Code and Size Standard are 541715 and 1,000 employees, respectively. The offeror must state in their offer their size status for this acquisition.

All responsible sources may submit an offer which must be considered by the agency.

FAR 52.225-5, Trade Agreement - One or more of the items under this acquisition are subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services, (NOV 2021). The Government will award a contract resulting from this solicitation to the offer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and must be used to evaluate offers: technical acceptability, past performance, and price.

FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, (NOV 2023).   All offerors shall reference the additional submission requirements in Attachment 1 - Submission Requirements dated 08/21/2026.
