Description

Mission and Installation Contracting Command (MICC) Fort Hood is issuing a SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to Renovate Women’s Center to Conference Center. This consists of the interior demolition and construction to reconfigure the facility to better suit the needs of the anticipated user with administrative and conference room requirements. The work shall be located at Building 36000 located at the intersection of Wratten Drive and Shoemaker Lane Fort Hood, Texas. This acquisition is 100% Certified Women Owned Small Business Set Aside under NAICS 236220 (Size Standard $45.0 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000.

The purpose of this project is to Renovate the Women’s Center to a Conference Center. This consists of the interior demolition and construction to reconfigure the facility to better suit the needs of the anticipated user with administrative and conference room requirements. The work shall be located at Building 36000 located at the intersection of Wratten Drive and Shoemaker Lane Fort Hood, Texas. Also included is miscellaneous site work to support the facility and meet code requirements. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX20260230 05/18/2026; State: Texas; Construction Type: Building County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement on August 6, 2026, at 10:30 AM. Details of that site visit will be available in the solicitation.

The dates for issuing, the solicitation is 31 July 2026, bid opening 31 August 2026 and completing contract performance 390 days after contract award.
