Primary Product/Service Code: DA10 BUSINESS APPLICATION SOFTWARE NAICS Code: 513210 Software Publishers $47.0millionSTRIPES Title: Notice of Intent to Sole Source for ANSYS Technology Pool Software In accordance with 41 U.S.C. 1901 as implemented in the Revolutionary FAR Overhaul (RFO) Part 6 Only one responsible source and no other supplies or services will satisfy agency requirements and Part 12 Acquisition of Commercial Products and Commercial Services the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Synopsys+Ansys to purchase annual ANSYS Technology Pool Software. NETL requires the purchase of the ANSYS Technology Pool Software. This software will allow simulation geometry to be created using Design Modeler, meshing of the geometry with computational cells using ANSYS CFD PrepPost, running the simulations in parallel using the FLUENT solvers and HPC processors, and post-processing the results with a FLUENT solver and/or ANSYS CFD PrepPost. Other ANSYS tools included in the renewal of ANSYS Technology Pool of Software will allow development and post-processing of digital twins for coal utiliation and cyber security, access to ANSYS data bases and are included in the below. NETL has been using ANSYS software for more than ten years and has a library of models (UDF's) based on the ANSYS software listed below and thus must maintain compatibility with these models.This is considered a sole source to Synopsys+Ansys because, to the best of the NETL’s knowledge, based on market research conducted Synopsys+Ansys is the only known source that is authorized to provide this service to NETL. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 3:00 PM EDT on August 7, 2026. Responses must be submitted in writing to the contract specialist, Anissa Beasinger, via email at anissa.beasinger@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
