NOAA's National Environmental Satellite, Data, and Information Service (NESDIS) is seeking industry input for a potential multi-award IDIQ contract to support its Data, Infrastructure, Science, C2, and Operations Services (DISCOS) division. - Government Buyer: - National Oceanic and Atmospheric Administration (NOAA) - National Environmental Satellite, Data, and Information Service (NESDIS) - Data, Infrastructure, Science, C2, and Operations Services (DISCOS) - Scope of Services Requested: - Operations, maintenance, sustainment, and new development services for NESDIS DISCOS - Support for both on-premises and cloud-based infrastructure - Eight functional areas: - Architecture & Systems Engineering (A&SE): enterprise architecture, requirements engineering, capability integration - Cybersecurity: governance, risk management, security engineering, compliance, incident response - Command and Control (C2): satellite system operations, development, maintenance, and commercial services - Data Operations: ingesting and processing science data, product generation, and dissemination - Enterprise Infrastructure: IT systems and services for C2 and Data Operations - Spectrum Management: regulatory oversight, engineering analysis, RF spectrum protection - Science Operations: research, algorithm development, instrument calibration/validation - Spacecraft and Instrument Reachback: support from developers for operational missions, anomaly resolution - No specific OEMs, vendors, or part numbers are named in the notice - Notable Requirements: - Phased onboarding of all NESDIS cloud and on-premises data processing systems within 12 months of task order award - Emphasis on optimizing enterprise data operations architecture - Support for on-orbit satellite mission operations and science data processing - The anticipated contract duration is 10 years

Description

This is a combined Sources Sought Notice (SSN) and Request for Information (RFI). The National Environmental Satellite, Data, and Information Service (NESDIS) under the National Oceanic and Atmospheric Administration (NOAA) seeks information from interested parties on capabilities to provide operations, maintenance, sustainment, and new development for NOAA’s Data, Infrastructure, Science, C2, and Operations Services (DISCOS).  These include both on-premises and cloud-based infrastructure supporting NOAA’s on-orbit satellite mission operations, science data processing, and mission support systems.  NOAA also requests information on approaches to optimize NOAA’s enterprise data operations architecture.

This SSN/RFI consists of two parts. Part One (SSN) requests a statement of capabilities for the identified functional areas to conduct market research for a potential future NESDIS Multi-Award, Indefinite Delivery/Indefinite Quantity (MA-IDIQ) contract vehicle to provide DISCOS.  Part Two (RFI) requests additional information from vendors interested in providing enterprise data operations services to NESDIS.
