NASA's Marshall Space Flight Center (MSFC) is seeking to procure specialized lightning data services to support the validation and calibration of the GOES-R Geostationary Lightning Mapper (GLM): - Sole source procurement is intended for Vaisala Inc., identified as the only provider capable of supplying the required lightning data - Data required includes: - Archived continental US lightning data (cloud-to-ground stroke-level and in-cloud lightning) - Reprocessed archived US lightning data - GLD360 archived lightning data for the GOES East and West domain - Data coverage period: May 27, 2026, through May 26, 2027 (one year) - Data is for use by the NSSTC Lightning Group at MSFC and supports GOES-R GLM calibration, validation, and analysis - Redistribution or publishing of the data is restricted without permission - NAICS code: 334519 - Other vendors may submit capability statements, but Vaisala is currently identified as the sole provider - No specific part numbers or quantities are listed - The procurement is managed by NASA's Shared Services Center

Synopsis:

NASA/NSSC has a requirement for Purchase of Lightning Data from Vendor for GOES-R GLM Validation Support. 

NASA/NSSC intends to issue a sole source contract to   VAISALA INC.  under the authority of FAR 12.102(a). It has been determined that   VAISALA INC.  is the sole provider of Purchase of Lightning Data from Vendor for GOES-R GLM Validation Support

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 334519.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 8/5/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
