Hays County, Texas is preparing for future disaster events by seeking qualified firms to provide Disaster Recovery – Debris Monitoring Services under a pre-event, as-needed contract. - Government Buyer: - Hays County, Texas (Purchasing Office) - Scope of Services: - Comprehensive debris monitoring management during man-made or natural disasters - Support for all phases of emergency management: preparation, response, recovery, and mitigation - On-site project management, field and DMS (Debris Management Site) supervision, field and tower monitoring - GIS and data management, billing/invoice analysis, and administrative support - Compliance with FEMA, FHWA, TCEQ, and TxDOT regulations - Community relations support, damage assessments, training, and reporting - Key Service Line Items (with estimated staff hours): - On-Site Project Manager (112 hours) - DMS and Field Supervisors (336 hours) - Field Monitors (4,200 hours) - DMS and Tower Monitors (840 hours) - GIS Specialist (40 hours) - Data Manager (40 hours) - Billing/Invoice Analysts (40 hours) - Data Entry/Administrative Staff (250 hours) - Notable Requirements: - Rapid response: 12 hours to be on-site at County EOC after notification, 24 hours to commence work after notice to proceed - Mobilization within 48 hours of Notice to Proceed; debris monitoring operations to be completed within 120 days per event - Price adjustments allowed for years 2-4, not to exceed annual CPI - No specific OEMs or product manufacturers are named in the solicitation - Contract term: one year with three optional one-year renewals (up to four years total)

Description

Hays County, Texas is seeking proposals from qualified firms to provide Disaster Recovery - Debris Monitoring Services in the event of a man-made or natural disaster. This is a pre-event contract for debris monitoring services on an as-needed basis. The contractor will support the County during disaster recovery efforts by coordinating with debris removal contractors and recommending efficiencies to expedite recovery work. The scope includes preparation, response, recovery, and mitigation phases of emergencies or disasters.
