Synopsis: PROJECT TITLE: Pre-Solicitation Notice for Project 657A4-26-123 - Correct Structural Deficiencies and Renovate Building 8, John J. Pershing VA Medical Center VAMC, Poplar Bluff, Missouri. CONTRACT INFORMATION a. This A/E Services requirement is being procured in accordance with the Brooks Act (Public Law (PL) 85-582) and implemented in accordance with the Federal Acquisition Regulation (FAR) Subpart 36. Firms will be selected based on demonstrated competence and qualifications for the required work. b. This procurement is restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms. This requirement is being procured in accordance with VAAR Subpart 836.6 as implemented in FAR Subpart 36.6. c. This is not a Request for Proposal, and an award will not be made with this announcement. This announcement is a request for SF 330s from qualified contractors that meet the professional requirements. d. The selection criteria for this acquisition will be in accordance with FAR 36.602-1 and are listed below in descending order of importance. The completed SF 330 will be evaluated by the John J. Pershing VA Medical Center VAMC Evaluation Board in accordance with FAR 36.602-3. The selection report shall serve as the final selection list, which will be provided directly to the Contracting Officer. The Government will not pay nor reimburse any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. e. Award of any resultant contract is contingent upon the availability of funds. f. No solicitation document is available and no other information pertaining to project scope, etc. is available at this time. Award of a Firm Fixed Price contract is anticipated. The estimated completion time for design is approximately 365 calendar days, including VA reviews. The estimated construction price range is between $10,000,000 and $20,000,000. h. DATABASE REGISTRATION INFORMATION: Verification of the status of the apparently successful offeror is required. This acquisition is 100% set-aside for qualified SDVOSB AE firms in compliance with VAAR 852.219-73. Only businesses verified and listed in the SBA Registry https://search.certifications.sba.gov/ shall be considered. Part I must include an organizational chart and a design quality management plan in Section H. All submissions shall be electronic. m. SCOPE OF WORK: The mission of the John J. Pershing VA Medical Center (JJPVAMC) is to provide the highest quality healthcare to our veterans. In keeping with this mission, JJPVAMC's Facility Management Service (FMS) is seeking to partner with an A/E firm for a project to address existing structural deficiencies of Building 8 (8007 SF). The goal is to renovate Building 8 into a safe and usable space for FMS staff. Due to potential existing deficiencies, complete demolition and reconstruction may be necessary. The selected A/E firm will perform detailed investigation and analysis to determine the most cost-effective solution. If demolition and new construction are chosen, the new building must occupy exactly the same square footage and footprint. SCOPE OF WORK FOR A/E SERVICES Design Development: The A/E will meet with FMS staff and other personnel before starting design to determine detailed requirements. The A/E will perform investigations to evaluate existing conditions, including interviewing impacted staff. Additional investigations may be necessary. If demolition is deemed best, the A/E will design the demolition plan. The A/E will work from existing VA drawings as guidelines but will not rely solely on them. Site visits will be conducted to verify conditions. The A/E will verify existing documents and as-built drawings, communicating any required modifications to VA personnel. Rough sketches may be prepared to address design problems during the contract. All designs will follow the A/E Submission Instructions for Minor and NRM Construction Program, PG-18-15, Volume C. The design must stay within the construction budget and comply with VHA Construction Publications. The design must meet current VA standards, codes, and security guidelines, including physical security and life safety. Evaluation Factors: Selection will follow FAR Part 36.602-3. Firms must address all criteria in their SF330 packages, which are limited to 65 pages, each no larger than 8.5 x 11 inches. Evaluation criteria, in descending order of importance, include: Professional Qualifications: Resumes of key team members, including Project Manager(s), Designers, and Quality Control Managers, with relevant project experience and registration details. Specialized Experience and Technical Competence: Experience in similar projects, especially healthcare facilities, with detailed project descriptions. Capacity to Accomplish Work: Current workload, staffing capacity, and certification of compliance with VAAR 852.219-75 regarding subcontracting limitations. Past Performance: Recent relevant projects, CPARS or equivalent evaluations, and explanations for any deficiencies. Estimating Effectiveness: Data on recent projects, including estimates versus actual costs, and explanations for significant discrepancies. Claims, Terminations, and Litigation: Records of claims or litigation involving the firm in the past five years, with outcomes.
