The Naval Air Warfare Center Air Division (NAWCAD), under the Department of the Navy, is seeking firm fixed-price quotes for Sturtevant Richmont static torque transducers to support Aviation Fleet Intermediate Calibration Activities. - Government Buyer: - Department of the Navy, Naval Air Warfare Center Air Division (NAWCAD), Patuxent River, MD - OEM Highlight: - Sturtevant Richmont is the required and specified manufacturer; only brand name products will be accepted - Vendors: - Only vendors able to supply genuine Sturtevant Richmont products are eligible - Products Requested: - 5 units: Static Torque Transducer, P/N TT100IO (10 to 100 in-oz range) - 10 units: Static Torque Transducer, P/N TT400IO (40 to 400 ozf-in range) - 3 units: Static Torque Transducer, P/N TT100I (10 to 100 in-lb range) - Technical Requirements: - All transducers must meet or exceed ASME B107.300-2010 calibration standards - Accuracy requirements: typically 0.5% or better (TT400IO), 0.25% of indicated value (TT100I) - Compatibility with System 4, 5, and 8 torque testers (TT400IO) - Drive sizes: 1/4-inch and 3/8-inch male hex drives as specified - Notable Requirements: - Only brand name Sturtevant Richmont products will be considered - Vendors must provide technical information with their quotes - All equipment must be delivered together within 4 weeks of contract award to NAWCAD Patuxent River, MD

Solicitation Information

All quotes/responses shall be submitted via email to JaNae Lester at janae.a.lester.civ@us.navy.mil no later than Thursday, August 6, 2026 @ 11:30 AM.  

Solicitation N0042126Q1308 is issued as a brand name procurement.  The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a brand name basis for STURTEVANT RICHMONT, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b).   

This is a firm fixed-price procurement; therefore, the offeror’s intial offer should represent the vendor’s best quote in terms of price and technical acceptability. 

Your quote must contain enough technical information to evaluate your quote. Your quote will only be evaluated on the information you provide.

Basis for Award

The Government intends to award this on a brand name basis.  All interested parties MUST submit a brand name quote no later than Thursday, August 6, 2026 @ 11:30 AM EST.  Only brand name responses will be considered.

Award will be made to the vendor that submits the lowest, aggregate, firm fixed-price, brand name quotation.  If two or more quotes are equal the award shall be made by drawing of lot limited to valid quotes.  The drawing shall be witnessed by at least three persons, and the contract file shall contain the names and addresses of the witnesses and the person supervising the drawing.
