EPA Sole Source Bridge Extension for PHILIS Laboratory Support Services

This notice of intention of a proposed non-competitive contract action is issued in accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul Subpart 5.201, prepared in accordance with the requirements of Subpart 5.101(c).

(4) Description:

(i) The proposed non-competitive contract action is intended to be a sole source bridge extension for a maximum of 18 months and a 2% ceiling increase in the estimated value of $581,089.25 to EPA’s indefinite-delivery/indefinite quantity (IDIQ) contract 68HERH21D0002 (and associated active Task Orders 68HERH21F0185, 68HERH21F0187, and 68HERH21F0188) beyond their current expiration date of September 1, 2026. This extension is to ensure continued support of EPA's on-site chemical analysis capabilities for emergency responses and ongoing maintenance of the PHILIS labs and instrumentation as the Agency completes the competitive PHILIS follow-on.

Critical services under this contract include support for the Environmental Response Team and CBRN Division (ERT-CBRN) Portable High Throughput Integrated Laboratory Identification Systems (PHILIS), which provides multidisciplinary technical expertise to the Superfund program, homeland security activities, and emergency response. The primary function of ERT-CBRN is to provide expert scientific, engineering, and technical support for:

Responding to environmental and health threats, including chemical, oil, radiological, biological, and natural or man-made disasters, and providing environmental monitoring, assessment, and reporting. Providing remote and direct field support at contaminated sites. Managing operation of deployable national assets and laboratories, supporting analysis, and developing new environmental sampling methods.

ERT-CBRN owns and operates portable, mobile labs known as the PHILIS program, which provides onsite analytical support for chemical contaminants, including CWAs, PBAs, and TICs. The PHILIS labs support EPA’s mission by responding to chemical disasters, terrorist events, and accidental releases, without transporting large sample quantities. They also provide contracted laboratory analysis for capabilities beyond those of other labs. The PHILIS labs are part of the Environmental Response Laboratory Network (ERLN) and participate in inter-agency exercises and responses, requiring high operational readiness and scientifically vetted methods. Contractor support is essential due to the specialized expertise needed.

The active task orders under the contract include:

68HERH21F0185: Chemical Laboratory Support for analyzing contaminated samples for CWAs and TICs. 68HERH21F0187: Biological Laboratory Support for analyzing samples for biological agents and pathogens. 68HERH21F0188: General Support for administrative and operational activities of the PHILIS systems.

This sole source contract action does not change the scope or services of the existing contract.

(ii) The bridge extension will be executed as a bilateral modification for an additional 12 months (September 2, 2026 – August 31, 2027), with an optional 6-month extension (September 1, 2027 – February 28, 2028). The Agency expects to execute this before the current expiration date.

Pursuant to 41 U.S.C. 3304(a)(1), only one responsible source will satisfy the requirements. The EPA intends to issue a sole source extension to support the PHILIS program, as no other contractor can support immediate needs without significant impact.

CSS has specialized in this work and has accumulated critical knowledge and capabilities since contract award, enabling efficient and effective support without additional start-up costs.
