                                                                   Combined Synopsis – Solicitation

This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number FA460826QS040 is issued as a request for quotation (RFQ), for local commercial communications services. This acquisition is not a set-aside for small business concerns. This document primarily incorporates provisions and clauses by reference IAW Federal Acquisition Circular FAC 2026-01, effective 13 March 2026 and the Revolutionary FAR Overhaul (RFO) as applicable. Full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of quotations. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror for any costs. If funds are not available to fund the entire contract value, the Government reserves the right to re-evaluate quotations by unit price per service and issue an award on a SOME, NONE, or ALL basis for each individual service needed.

Description of Requirement:

This RFQ solicits motorcycle operator training as detailed in Attachment 2, Performance Work Statement, Dated 22 July 2026, and Attachment 3, Price List. Barksdale Air Force Base (AFB) intends to establish a Blanket Purchase Agreement (BPA). Under this BPA, the contractor will provide all supervision, personnel, equipment, transportation, material, and other items and services necessary to perform motorcycle operator training at Barksdale AFB, LA. Specific requirements for the motorcycle operator training are outlined in Attachment 2 and Attachment 3.

Purchase Limitations: •Individual Call Order Limit: No individual call order against this BPA may exceed $25,000.00. •Call Order Definition: For this BPA, a call order is defined as all items and services necessary toperform motorcycle operator training outlined in Attachment 3. •Billing: Each call order will be billed in its entirety after the services are rendered. The billingperiod is defined as per call order. •BPA Dollar Limit: The total dollar limit for BPAs established under solicitation FA460826QS040 is $350,000.00. Period of Performance: The period of performance for the BPA established under solicitation FA460826QS040 will vary based on government needs but will not exceed five years from the BPA establishment date or $350,000.00 in total orders, whichever comes first.
