NASA JSC Annual Renewal of BK Connect and PULSE Software Maintenance from Hottinger Bruel & Kjaer Inc.

NASA Johnson Space Center (JSC) is seeking annual maintenance and support renewals for a suite of BK Connect and PULSE software licenses used for acoustic testing and analysis. - The procurement is intended as a sole source award to Hottinger Bruel & Kjaer Inc., the OEM for these software products. - The requirement covers a wide range of node-locked licenses for BK Connect modules, including Data Viewer, Hardware Setup, Data Processing, Advanced Frequency Analysis, CPB Option, Virtual Hardware Setup, Sound Quality Metrics, External File Importers, Time Data Recorder, Acoustic Camera Applet, and Material Testing. - Also included are PULSE Sound Power and Material Testing modules. - Each license is renewed for one year of maintenance and support, with specific part numbers and quantities detailed (e.g., 7 x BK Connect Data Viewer (advanced), 8 x BK Connect Virtual Hardware Setup, 6 x BK Connect Data Processing Specialist, etc.). - The period of performance is October 1, 2026, to September 30, 2027. - NASA is accepting capability statements from other vendors to determine if a competitive procurement is possible, but Hottinger Bruel & Kjaer Inc. is currently identified as the sole provider. - The NAICS code is 513210 (Software Publishers).

Description

NASA/NSSC has a requirement for FY26 SF3 Acoustics BK Connect Renewal. NASA/NSSC intends to issue a sole source contract to HOTTINGER BRUEL & KJAER INC. under the authority of FAR 12.102(a). It has been determined that HOTTINGER BRUEL & KJAER INC. is the sole  provider of FY26 SF3 Acoustics BK Connect Renewal NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/  Johnson Space Center (JSC). The Government intends to acquire Commercial items or services using the provisions, clauses and  procedures prescribed in FAR Part 12 for Commercial The NAICS Code for this procurement is 513210.

Interested organizations may submit their capabilities and qualifications to perform the effort in  writing to the identified point of contact not later than 1:00 p.m. Central Standard Time on  8/4/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining  whether or not to conduct this procurement on a competitive basis. A determination by the  Government not to compete this proposed effort on a full and open competition basis, based upon  responses to this notice, is solely within the discretion of the government.
