Oklahoma is seeking a supplier to deliver a comprehensive technology solution and associated services for its transition to an EDE-first State-Based Health Insurance Exchange (SBE): - Government Buyer: - Oklahoma Insurance Department (OID), State of Oklahoma - Products and Services Requested: - Comprehensive Exchange-enabling technology solution for a State-Based Exchange, including: - Consumer-facing portal for account management, application submission, eligibility workflows, plan shopping, enrollment, and document upload - Integration with Oklahoma Enrollment Partners (OKEPs) and issuers - Support for eligibility governance, enrollment oversight, program integrity, and regulatory reporting - Tier 2 service center operational support (case management, document processing, escalation handling) - Full implementation lifecycle: Design, Development, Implementation (DDI), Technology Transition (TT), and Maintenance & Operations (M&O) - Ongoing maintenance, security, privacy, and compliance with state and federal requirements - Unique or Notable Requirements: - Solution must be modular, support data portability, and mitigate vendor lock-in - Robust transition and knowledge transfer strategies required - Must support year-round Exchange operations, including Open Enrollment and Special Enrollment Periods - Detailed staffing, transition, and service level plans required - Warranty period of at least 90 days post-implementation - No specific OEMs or vendors are named in the solicitation - Contract term is one year with up to four optional annual renewals

Description

The Office of Management and Enterprise Services (OMES) Central Purchasing division is seeking responses on behalf of the Oklahoma Insurance Department (OID) from potential suppliers to provide a contract for the purchase of a comprehensive Exchange-enabling solution and associated services to support the State's operation of an EDE-first State-Based Exchange. The solution will support eligibility governance, enrollment oversight, integration management, and program integrity within a distributed partner ecosystem. The contract term begins in August 2026 and extends through July 2027, with up to four optional annual renewals. The procurement includes technology, integration capabilities, and operational services necessary to support year-round Exchange operations including Open Enrollment Periods and Special Enrollment Periods.
