Caltrans is seeking a contractor to develop a comprehensive inventory and geodatabase of traffic safety and control devices across six southern California districts. - Government Buyer: - California Department of Transportation (Caltrans), under the California State Transportation Agency - Scope of Work: - Collect and inventory all traffic safety and control devices, including: - Signs and sign supports (regulatory, warning, guide, changeable message, special signs) - Barriers (Barrier Guard 800, Thrie Beam, Cable, Concrete Barrier Types 50/60, etc.) - Guardrails (Metal Beam, Midwest Guardrail System, Steel Backed Timber) - Crash cushions (ADIEM, Compressor TL-3, QuadGuard family, etc.) - End treatments (CAT-350, Flared Energy Absorbing Terminals, Sequential Kinking Terminals, etc.) - Pedestrian facilities (crossing islands, crosswalks, curb extensions, sidewalks, pedestrian-activated devices) - Bicycle facilities (bicycle boxes, Class I/II/IV bikeways, shared-lane markings, conflict zone green paint) - Use automated data collection methods, including street-level imagery, mobile LiDAR, and point clouds - Deliver data in a geodatabase format with detailed asset attributes, condition assessments, and photos - Provide a web-based interface for data access, supporting up to 50 concurrent users - Host collected data in the cloud for up to 36 months - Conduct up to 14 training sessions for Caltrans district and HQ staff - Transfer all data to Caltrans cloud infrastructure - Notable Requirements: - Contractor must have experience with roadway asset collection in at least three states or countries - Use of LiDAR technology is mandatory - Compliance with small business and disabled veteran business enterprise (DVBE) participation goals - Contract may be amended for up to three additional years and $5,000,000 - No specific OEMs or vendors are named in the solicitation

Description

This solicitation is for a contract to develop an inventory and an associated geodatabase of all traffic safety and control devices including pedestrian and bicycle facilities across specified Caltrans districts. The contractor is required to provide all labor, tools, materials, supplies, vehicles, equipment, travel, and incidentals necessary for the data collection and analysis. The contract term is estimated to commence on September 28, 2026, and expire on September 27, 2029, with an option to amend for up to three additional years and $5,000,000.
