Walla Walla Water Treatment Plant SCADA System Upgrade and Engineering Services

The City of Walla Walla Public Works/Engineering Division is seeking qualified controls engineering firms to design and upgrade its Water Treatment Plant SCADA system. - Government Buyer: - City of Walla Walla Public Works/Engineering Division - OEMs and Vendors: - Rockwell Automation (current SCADA system components) - SmartSights (formerly Win911, current alarm notification) - Products/Services Requested: - Replacement and upgrade of SCADA servers, software, Human Machine Interfaces (HMIs), fiber, network switches, and Programmable Logic Controllers (PLCs) - SCADA system design and engineering services, including site visits, investigations, and development of a biddable package - Programming, HMI setup, testing, commissioning, operator training, and documentation - Unique/Notable Requirements: - Focus on replacing components reaching end of life - Firms must have experience with similar projects and a licensed engineer in Washington as project lead - Professional liability insurance required - No specific OEMs mandated, but current system is based on Rockwell Automation and SmartSights - Contract will be time and materials with a negotiated not-to-exceed amount

Description

The City of Walla Walla is seeking qualified controls engineering firms to design replacements and upgrades to its Water Treatment Plant Supervisory Control and Data Acquisition (SCADA) system. The selected consultant will perform site visits, investigations, development, and design sufficient to develop a biddable package for upgrades including SCADA servers, software, Human Machine Interfaces, fiber, network switches, and Programmable Logic Controllers (PLCs). The project includes programming, HMI setup, and support during and after construction. Firms must submit a complete response to the RFQ by August 14, 2026, at 4:00 p.m.
