The City of Rocky Mount's Housing & Community Development Department is seeking contractors for comprehensive home repair and rehabilitation services for low- and moderate-income homeowners under the Down East Home Consortium (DEHC) HOME Program. - Government Buyer: - City of Rocky Mount, Housing & Community Development Department - Scope of Work: - Full home rehabilitation for multiple properties, including 1513 Charter Dr, 105 Crestview Rd, 121 Crestview Rd, and 146 MLK Cir - Services include HVAC, plumbing, carpentry, painting, drywall, flooring, electrical, and roofing repairs - Installation of ENERGY STAR windows and appliances, prehung metal and insulated doors, mini-split and package-unit heat pumps, ADA-compliant bathroom fixtures, and lead-based paint abatement - All work must comply with HUD Quality Standards, Energy Star Standards, and historic district guidelines where applicable - Products/Materials Requested (examples): - ENERGY STAR vinyl single-hung windows (37 units total) - Prehung metal entrance doors (6 units total) - Mini-split heat pump (25 SEER) and package-unit heat pump (15 SEER) - ADA-compliant showers, vanities, commodes, and bathroom fans - Roofing materials (tear-off and reroof with 25-year shingles) - Electrical rewiring to current code, new 200 AMP service panels - Lead-based paint abatement and clearance testing - Unique/Notable Requirements: - Mandatory pre-bid site visits for all contractors - Strict adherence to HUD, Energy Star, and historic preservation standards - Maximum contract value per home is capped, with possible increases for lead abatement or plumbing upgrades - Project must begin within 60 days of award and be completed within 90 days of Notice to Proceed - No specific OEMs or brand names are mandated, but ENERGY STAR and ADA compliance are required for many products
