This opportunity is for professional energy supply advisory and management services for the General Services Administration (GSA) Public Buildings Service (PBS), Office of Facilities Management, Retail Utility Services Division. - Government Buyer: - General Services Administration (GSA), Public Buildings Service (PBS), Office of Facilities Management, Retail Utility Services Division - Scope of Services: - Comprehensive management of approximately 1,900 energy accounts (about 390 natural gas and 1,317 electricity accounts) across 54 federal agencies - Services include energy procurement strategy development, market analysis, account management, advisory services, renewable power settlement, and management of real-time online reverse energy auctions (FedRAMP compliant) - Management of annual energy volumes: 20 million dekatherms (natural gas) and 4 billion kWh (electricity) - Pre- and post-award services, contract administration, and renewable energy advisory - Products/Services Requested: - Natural Gas Auction and Electricity Auction services for each contract year (base plus four option years) - All services are reimbursed by rate per dekatherm (dth) or kilowatt hour (kWh) for awarded accounts - Unique/Notable Requirements: - No specific OEMs or vendors are named; the focus is on professional services and energy market expertise - Real-time online reverse auction platform must be FedRAMP compliant - Firm fixed price contract with no upfront cost; fees based on energy volume managed - Contractor must maintain active SAM registration throughout the contract period - Period of Performance: - Base year plus four one-year option periods, with a possible 6-month extension

Description

The General Services Administration (GSA) Public Buildings Service (PBS) issues this solicitation for the Office of Facilities Management’s Retail Utility Services Division. GSA requires professional Energy Supply Acquisition Management Services. The successful Contractor will provide comprehensive management support for a vast deregulated energy portfolio comprising approximately 1,850 accounts (390 natural gas and 1,317 electricity accounts) across 54 federal agencies. The contract will have a base performance period of one (1) year, with four (4) one year option periods. The exercise of an option period is the unilateral right of GSA. The Government anticipates making a single award; however, the Government reserves the right to make no award. Place of performance is anticipated to be at Contractor facilities, with coordination supporting federal accounts nationwide.

Set-Aside: This acquisition is to be conducted on an unrestricted basis. No Small Business set-aside.

Other Requirements: Contractors must have an active registration in the System for Award Management (SAM) at time proposals are due and SAM registration must remain active throughout the period of performance in order to receive a government contract award. The Government is acquiring these services using commercial acquisition procedures under FAR Part 12 in conjunction with FAR Part 15.
