The Federal Highway Administration (FHWA) Office of Policy and Governmental Affairs is conducting market research for a five-year contract supporting transportation policy and analysis services. - Government Buyer: - Federal Highway Administration (FHWA), Office of Policy and Governmental Affairs (HPL) - Scope of Services: - Evidence-based transportation studies - Economic impact assessments - Policy analysis and legislative affairs support - International engagement and collaboration - Development and support of transportation data systems - Program evaluation and strategic planning for highway policy and investments - Products/Services Requested: - No specific products or part numbers requested; focus is on service capabilities and expertise - Unique/Notable Requirements: - Emphasis on demonstrated expertise in transportation policy, economic analysis, and international collaboration - Anticipated contract structure is a five-year IDIQ or BPA with potential for firm-fixed price, time and materials, or hybrid task orders - No OEMs or specific vendors are named in the solicitation

This is a request for information (RFI) for the FHWA Office of Policy and Governmental Affairs for Evidence Based Transportation Studies, Legislative Affairs, International Engagement, and Policy Communications.  Please see the attachment for the requirements for Capability Statements.  

Capability Statements are due no later than 2pm EDT on August 24, 2026.
