The Department of State has developed a new standard, SD-STD-01.03 Revision A, Performance Standard for Window Film for Department of State Applications.
The Bureau of Diplomatic Security (DS) maintains the DS-Approved List of SRWF Products for Department of State Applications. Only SRWF products included on this list are authorized for installation in Department facilities. New SRWF products that meet the following performance requirements are eligible to be added to that list:
Performance standards per SD-STD-03.01 Revision A Meet class A or Class I under ASTM E 84 flame test. Surface Abrasion, in haze not to exceed 3.2 percent following 100 turns, using 500-gram weights on a CS10F abrasive wheel when tested in accordance with ASTM D 1044
Products already on the DS-Approved List of SRWF Products for Department of State Applications will be required to pass the testing requirements outlined above by on December 31th, 2026 to remain on the list. New film products are required to pass these testing requirements to be put on the DS-Approved List.
The SD-STD-03.01 Revision A is currently a Department of State standard; however, we are actively coordinating with ASTM International to have this be developed into an official ASTM standard.
Questions regarding this notification or implementation of SD-STD-01.03 Revision A should be directed to PSD/RD staff at DSPSPRD@STATE.GOV.
