This opportunity is a major Foreign Military Sales (FMS) procurement led by the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) for the NATO Communications and Information Agency (NCIA). - Government Buyer: - U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Division D - Security Assistance Management Directorate (SAMD), Army Materiel Command - End user: NATO Communications and Information Agency (NCIA) - Products Requested: - Ultra-High Frequency (UHF) Tactical Satellite (TACSAT) Type 1 Radios, specifically Advanced Multiband Multichannel Man-pack Terminals (AM3Ts) - Total of 517 AM3T Kits delivered in three batches (150, 184, 183 units) - Ancillary equipment: Man Portable Kits (OTP operations), Mobile Kits (OTM operations), Deployed HQ Kits, and 8-Bay Battery Charging Systems - Services Requested: - Radio Operator and Maintenance Training (CONUS and OCONUS, one session each, up to 12 students) - Project management deliverables: Project Implementation Plan, Project Review Meetings, System Design Specification, System Test and Acceptance, Integrated Product Support, Configuration Management - Warranty and in-service support for two years post-acceptance, with options for extended support - Unique/Notable Requirements: - Equipment must support secure communications up to NATO SECRET level and comply with MIL-STDs - Upgrades to M-Code and waveform licenses if required - Extensive testing and acceptance procedures (First Article System Test, Batch Delivery Acceptance, Final System Acceptance) - Cybersecurity Maturity Model Certification Level 2 (Self) required - Delivery to NATO NSPA in Jamaica, NY (FOB Origin) - Phased deliveries over up to 36 months, with final system acceptance within 39 months - No specific OEMs or part numbers are named, but the AM3T is a specialized, ruggedized UHF TACSAT terminal supporting multiple waveforms and advanced security features.

Description

This Request for Proposal (RFP), W91CRB-26-R-5013, is for the procurement of Ultra High Frequency Tactical Satellite (TACSAT) Radios, Accessories, and Training for NATO Communications and Information Agency (NCIA) in support of a Foreign Military Sales (FMS) requirement. All quotes are to be in accordance with the Performance Work Statement (PWS) as defined under FMS Case AE23054, K4-B-VAA. This effort will result in a Firm Fixed Price contract.

See attached solicitation for details of items being procured.  This solicitation will NOT be issued in paper.  All interested parties are responsible for obtaining the solicitation documents through SAM.gov at (https://sam.gov/). Contractors must be registered in the System for Award Management (SAM) database to be considered for award of a Federal contract.
