Description
DESCRIPTION OF REQUIREMENT:
The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to remove old flooring and baseboards, prepare the sub-surface, and install approximately 760 square feet of new commercial carpet tile and 160 linear feet of new cove base board. Contractor shall provide Coast Guard Northwest District with carpet samples of appropriate pattern/color that can be selected at time of award.

Site Visit and Location:
A site visit shall be mandatory for all interested offerors. Each offeror is required to visit the site to be able to provide the government with an accurate and competitive proposal. All interested offerors must arrive no later than five minutes prior to the start time. To schedule site visit, provide list of attendees via E-mail to Michelle Myhra at Michelle.M.Myhra2@uscg.mil and copy OS1 Morgan Custer at Morgan.D.Custer@uscg.mil no later than 08/04/2026, 12pm (PST) any offers that request after specified date will not be allowed to attend site visit. There will be no more site visits scheduled after date specified.

Contractors shall be always escorted within the space. All portable electronic devices (PEDS) must be left outside of the Command Center. The Command Security Officer (CSO) shall be notified of any video or photo requests. Escorts will ensure contractors are signed into the visitor log with date and time annotated. Ensure the Command Center is sanitized of all CNSI (i.e.; SIPRNET, hard copy form, discussion, etc.)

Questions regarding the statement of work (SOW) will be forwarded to the units technical authority for an accurate response. All responses will be uploaded for an equal and fair solicitation to all interested vendors. No more questions will be answered after 08/10/26, 3pm (PST).
Proposal submission:
Prohibition on Extraneous Material: Do not submit any unnecessary documents, promotional marketing materials, general company history brochures, or generic cover letters. Quotes must contain only the specific information requested below. Extraneous documents will not be evaluated and may be counted against your page limits.
All quotes shall be required to be on SF 1442 with a detailed breakdown of all costs along that have been requested. Submit quotes to the following E-mail Address Michelle.M.Myhra2@uscg.mil with solicitation RFQ number 70Z03326QSEAT0055 in the subject line. Date of offers is due 08/12/26 at 3pm (PST). All offers that are submitted late (by day and time zone) and quotes that do not include a breakdown of cost will not be considered in award determination.
A complete submission shall consist of the following two parts:
Part 1: Price Proposal
A detailed Price Breakdown for the total firm-fixed-price. The Price Breakdown shall not exceed one (1) page. The breakdown must, at a minimum, separate the costs for the following major tasks: Mobilization and Site Prep Itemization List of Materials Installation by Tasks Labor Rate
Part 2: Technical Proposal The Technical Proposal shall not contain any pricing information. The Technical Proposal shall not exceed two (2) pages in length. It must provide a clear, concise narrative demonstrating the quoter’s understanding of and ability to meet the requirements of the Statement of Work (SOW). The proposal must include:
Technical Approach: A step-by-step description of how the quoter will perform the work, including inspection, repair, and removal or any and all materials. Project Schedule: A high-level timeline illustrating the project's major milestones. The schedule must start from the date of the Notice to Award (NTA) and demonstrate that all work, including demobilization and site cleanup, will be completed within the required Period of Performance, with a completion date of September 29, 2026. Milestones should be shown in terms of days from the NTA.
Award:
The Government will evaluate the Technical Proposal on an Acceptable/Unacceptable basis. The award will be given to the lowest priced, responsible quoter, whose quote conforms to all solicitation requirements and is rated 'Acceptable' technically. If the lowest priced quote is not found to be technically acceptable, the contracting officer will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete, unreasonable, or unrealistic will not be considered for award. Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractors to be registered in SAM shall result in Contracting Officer proceeding with next successful registered offeror. Website: www.sam.gov
