Description

Pre-Solicitation Notice: Red Flag Tactical and Operational Support (Range Training Officer IDIQ)

This is a pre-solicitation synopsis of a proposed contract action in accordance with RFO Subpart 5.2.

Description: The U.S. Air Force has a requirement to support the 353d Combat Training Squadron (CTS) at Eielson AFB and the 414th CTS at Nellis AFB by providing specialized tactical control, threat emulation, post-mission data validation, and intelligence integration services. This support is essential for the successful execution of Large Force Exercises (LFE) such as Red Flag-Alaska within the Joint Pacific Alaska Range Complex (JPARC), Northern Edge, and Red Flag-Nellis within the Nevada Test and Training Range (NTTR).

This effort requires a highly qualified team of subject matter experts (SMEs) with verifiable experience equivalent to a USAF Instructor, Weapons Officer, or comparable joint LFE experience. The contractor will be required to provide personnel for core competencies including Tactical Control and Threat Emulation (e.g., SAM-1, Air-to-Air RTO, Air-to-Surface RTO, HARM Assessor, Airboss), Mission Data Integrity and Debrief Readiness, and Operational and Intelligence Integration. Furthermore, the contractor will provide proprietary software capable of ingesting range telemetry to validate real-time simulated air-to-surface weapons employment for up to 400 targets with 99% accuracy.

All responsible sources may submit a proposal, which will be considered by the agency.

Offerors must possess a TOP SECRET (TS) Facility Security Clearance (FCL) prior to the start of the performance period.

Scope of Work:

The Government anticipates awarding a Single-Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The Base IDIQ establishes the ceiling and baseline parameters, while specific operational support, software integration, travel, and deliverables will be initiated exclusively through localized Task Orders (TOs) for either JPARC or NTTR. The ordering period is anticipated to be 1 October 2026 through 30 September 2031.

The scope encompasses mobilizing cleared personnel (up to TS/SCI and SAP) and deploying contractor-provided validation software to support complex, multi-domain environments. The contractor will ensure 100% execution of scheduled exercise flight operations (vuls), comprehensive analysis of range assets, scenario development, and timely shot validation (no later than 2+15 hours after mission termination) to enhance the fidelity of air-to-air and air-to-surface training for all participants.

It is anticipated that RFP FA500426R0026 will be issued on or about the last week of August 2026.
