Sole Source Upgrade and Verification Services for Instron 8521 System at NASA GRC

NASA Glenn Research Center (GRC) is seeking a sole source upgrade and verification of its Instron 8521 system: - NASA intends to award a sole source contract to Instron, a Division of Illinois Tool Works, for an 8800MT Controller and Software Upgrade for the Instron 8521 system - The procurement includes installation, system verification (stroke, rotary, force, torque), alignment assessment to Nadcap AC 7101 standards, warranty, shipping, and an Instron Connect Agreement - All services and products are to be provided by Instron, the OEM, as they are the only identified source for this upgrade - The period of performance is 24 to 26 weeks after receipt of order (ARO) - The NAICS code is 541519 (Other Computer Related Services) - Interested vendors may submit capability statements to challenge the sole source determination - No specific contract value is provided, but the scope includes both hardware and specialized verification services - All line items are for a quantity of one - The place of performance is NASA Glenn Research Center

Synopsis:

NASA/NSSC has a requirement for Instron 8800MT Controller & Software Upgrade for Instron 8521. 

NASA/NSSC intends to issue a sole source contract to Instron, A Division of Illinois Tool Works, 825 University AVE Norwood, Massachusetts 02062-2643, under the authority of FAR 12.102(a). It has been determined that Instron, A Division of Illinois Tool Works is the sole provider of Instron 8800MT Controller & Software Upgrade for Instron 8521

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 541519.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 8:00 a.m. Central Standard Time on 8/5/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
