Indian Small Business Economic Enterprise (ISBEE) / Indian Economic Enterprise (IEE) Capability Inquiry

This acquisition is being considered under the Buy Indian Act (25 U.S.C. § 47) and HHSAR Part 326. This notice is issued to determine the availability of qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of meeting this requirement, and to inform whether the requirement may be set aside accordingly.

IEE: A business at least 51% Indian-owned, controlled, and managed (per HHSAR Part 326). ISBEE: An IEE that also qualifies as a small business under the applicable SBA size standard.

Vendors claiming IEE/ISBEE status must identify the federally recognized Tribe(s) or Alaska Native Corporation supporting their eligibility and be prepared to provide Buy Indian representation with any future solicitation.

Description of Requirement:

PAIHS, on behalf of participating Service Units, hospitals, and outpatient clinics, is seeking qualified vendors to provide a turnkey ambulatory cardiac arrhythmia monitoring solution for eligible IHS beneficiaries — including all labor, equipment, software, supplies, technical support, and maintenance.

Anticipated services include:

Holter and extended Holter monitoring Cardiac event monitoring Mobile Cardiac Outpatient Telemetry (MCOT), when clinically indicated Furnishing of monitoring devices and accessories Secure collection, transmission, and analysis of cardiac rhythm data Diagnostic reporting and ECG strip reports Immediate notification of urgent/emergent cardiac findings Technical support for patients and Government staff Equipment recovery, refurbishment, and replacement

Services must comply with applicable federal privacy, cybersecurity, accessibility, and healthcare requirements.

Anticipated period of performance: One 12-month base period plus four 12-month option periods.
