Description

The Navajo Area Indian Health Service (IHS), Crownpoint HealthCare Facility, intends to award a non-competitive, sole-source bridge contract to ScriptPro USA, Inc. for the continued rental, subscription, maintenance, and technical support of the existing installed ScriptPro pharmacy automation system located at the Crownpoint Healthcare Facility, Thoreau Health Station, and Pueblo Pintado Health Center Pharmacy.

The proposed bridge contract will provide continued support for the existing proprietary ScriptPro pharmacy automation environment while the Government completes the follow-on acquisition for the long-term requirement. The bridge requirement is limited to continued support of the existing installed system and does not include replacement equipment, system modernization, expanded functionality, or implementation of new capabilities.

The anticipated period of performance is August 1, 2026, through July 31, 2027.

The applicable North American Industry Classification System (NAICS) Code assigned to this procurement is 339112 – Surgical and Medical Instrument Manufacturing, with a small business size standard of 1,000 employees.

ScriptPro USA, Inc., as the Original Equipment Manufacturer (OEM), is the only known source capable of providing the proprietary software support, software updates, replacement parts, rental, maintenance, and technical support necessary to maintain the existing installed ScriptPro pharmacy automation system. Award to another source would require replacement of the existing proprietary platform, resulting in equipment replacement, implementation, configuration, validation, testing, training, and transition activities that are outside the scope of this bridge requirement and could adversely affect continuity of pharmacy operations and patient care.

This notice of intent to award a sole-source bridge contract is not a request for competitive proposals. There will be no solicitation available for competitive quotations. Any response to this notice must demonstrate, through clear and convincing evidence, the respondent's capability to provide OEM-authorized rental, proprietary software support, software updates, replacement parts, maintenance, and technical support for the existing installed ScriptPro pharmacy automation system without replacing the existing platform. Respondents are advised that the Government is under no obligation to acknowledge receipt of information received or provide feedback regarding any information submitted.

If no affirmative written response demonstrating capability is received by July 31, 2026 at 12:00 p.m. MDT, the Government may proceed with the proposed sole-source bridge contract without further notice.

A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether any source other than the proposed contractor is capable of satisfying the Government's current requirement and, where applicable, to inform future acquisition planning. Any future solicitation resulting from the Government's acquisition planning will be announced through the appropriate Government Point of Entry (GPE). Responses to this notice will not be considered responses to any future solicitation. No proprietary, classified, confidential, or sensitive information should be included in the response. The Government reserves the right to use any non-proprietary technical information submitted in developing future acquisition requirements.
