The 97th Contracting Squadron at Altus Air Force Base, under the Department of the Air Force, is seeking to procure a Pensky Martens Flashpoint Tester for critical fuels analysis. - Government Buyer: - Department of the Air Force, 97th Contracting Squadron and 97th Logistics Readiness Squadron at Altus AFB, Oklahoma - OEMs and Vendors: - Preferred OEM: Herzog (manufacturer of the OptiFlash Flashpoint Tester) - Brand name or equal requirement; equivalent products from other OEMs that meet all salient characteristics will be considered - Vendors must be authorized distributors to ensure warranty coverage - Products/Services Requested: - One (1) Pensky Martens Flashpoint Tester - Preferred model: Herzog OptiFlash - Must meet ASTM D93 Methods A, B, & C - Key features: heater band, intelligent Pt 100 temperature probe, automatic stirrer, intelligent ignition source, barometric pressure sensor, thermal flash detection, 7-inch touchscreen, printer with USB, LIMS interface, USB data export, QC functions, built-in fire sensors and extinguishing system, safety pre-test, alarm functions, password protection, calibration and diagnostics - Options: automatic lift arm, fire extinguishing system with ultra-fast optical sensor; accessories such as printer, barcode reader, metal temperature sensor - Unique/Notable Requirements: - Brand name or equal: products must meet all salient characteristics as specified - Vendors must provide documentation verifying authorized distributor status - Small business set-aside under NAICS 334516 - Delivery FOB Destination to Altus AFB - All technical requirements detailed in the attached salient characteristics document
Description
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
The 97th Contracting Squadron, Altus Air Force Base, Oklahoma, intends to issue a Request for Quote (RFQ) for acquisition of a Pensky Martens Flashpoint Tester at Altus AFB, Oklahoma.
This is a brand name or equal requirement. The preferred product is "Herzog OptiFlash® Pensky Martens Flashpoint Tester", optioned to meet the salient characteristics outlined in Attachment 1 - Flashpoint Tester Salient Characteristics; but a product that meets the salient characteristics in Attachment 1 - Flashpoint Tester Salient Characteristics, could also be considered technically acceptable.
To ensure warranty coverage remains valid, please submit documentation verifying your status as an authorized distributor.

This is a 100% Small Business Set Aside acquisition.
Prospective contractors must be registered in the System for Award Management Database (SAM) prior to submission of quotes. Offerors are further advised that failure to register in the DoD SAM prior to submission of proposal will render your firm ineligible for award. Registration requires applicants to have a UEI number. Recommend registering immediately in order to be eligible for timely award.
