NOTICE OF INTENT TO SOLE SOURCE Initial Outfitting, Transition and Activation (IOTA) Services for the Replacement Veterans Affairs Medical Center-Louisville, KY.

100% SDVOSB SET ASIDE

This is a Notice of Intent that the Department of Veterans Affairs intends to award a sole source contract to Strategic Medical Equipment Solutions, LLC (SME) for the non-personal Initial Outfitting, Transition and Activation (IOTA) Services for the Replacement Veterans Affairs Medical Center-Louisville, KY.

SME has been performing Initial Outfitting, Transition, and Activation support for the Replacement Veterans Affairs Medical Center Louisville, KY under an existing IOTA IDIQ since 2023 and has completed substantial project specific planning and sequencing activities. The project is now in the activation stage, and SME possesses unique knowledge of the facility s activation plans, equipment procurement coordination, warehousing flow, departmental transition schedules, and stakeholder requirements. Transitioning these services to another vendor at this stage would require extensive duplication of work, result in significant delays to the activation timeline, and cause substantial additional cost to the Government. SME is therefore the only responsible source capable of providing the necessary continuity of services without unacceptable mission impact.

This requirement supports the mission of the Department of Veterans Affairs by providing contractor services to help support the activation of the medical center. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). This will be a firm-fixed-price contract with an estimated Period of Performance of eighteen (18) months. The NAICS code for this contract action is 541614 Process, Physical Distribution, and Logistics Consulting Services (SBA Size Standard: $20 Million). The Product Service Code for this action is Q702 Technical Medical Support-Medical logistics, biomedical equipment, occupational/public health, medical supply, medical readiness.

This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the Government. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by Wednesday, August 12, 2026, at 10:00AM Eastern Daylight Time.
