This opportunity is for advanced training product maintenance and presentation services for the Army Security Assistance Enterprise (ASAE), managed by the U.S. Army Contracting Command at Aberdeen Proving Ground. - Government Buyer: - U.S. Army, Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C) - Army Contracting Command, Aberdeen Proving Ground - OEMs and Vendors: - Blackboard (as the required Learning Management System platform) - Products/Services Requested: - Curriculum development, maintenance, and delivery of advanced-level training for Foreign Military Sales (FMS) case management - Up to 18 training classes per year, each for 10-30 students, delivered both in-person and online at CONUS and OCONUS locations - Technical and administrative support for a secure, GovCloud-capable Blackboard LMS supporting up to 3,000 students - Key personnel: Program Manager, Product Developers/Instructors, LMS Administrator - Deliverables: Editable training materials, reports, LMS data exports - Unique/Notable Requirements: - Contractor must maintain and administer a secure Blackboard LMS, including registrar functions and data migration to a Government-owned LMS - Training must not duplicate Defense Security Cooperation University content - Set aside for 8(a) small businesses under NAICS 611430 (Professional and Management Development Training) - Firm-Fixed Price contract with a 12-month base period, four 12-month option periods, and a 6-month extension option
