This procurement seeks the supply and installation of three integrated vacuum compressor systems for aircraft maintenance bays at Whiteman Air Force Base, led by the 509th Maintenance Squadron, U.S. Air Force. - Government Buyer: - U.S. Air Force, 509th Maintenance Squadron, Whiteman Air Force Base - OEMs and Vendors: - Ingersoll Rand (highlighted as the specified OEM for vacuum pumps and vibration pads) - Products/Services Requested: - Three Ingersoll Rand Vacuum Pumps, Model V255D5 (5 hp, 200V, 3-Phase, 60 cfm) or equal - Three 80-gallon steel vacuum receiver tanks or equal - Three CT 851-200C high-efficiency inlet filters or equal - Three 200V open drip proof motors or equal - Three 200V E-Series starters or equal - Three auto start & stop NEMA 1 control panels or equal - Twelve Ingersoll Rand neoprene cork vibration pads (4 per sled) or equal - Three heavy-duty custom sled platform assemblies or equal - Three flexible vacuum hookup hoses (minimum 3 feet per machine, vacuum-rated) or equal - Installation hardware, cable management, fasteners, and piping connectors - Installation and integration services, including removal/disposal of one existing vacuum pump system, piping hookup, testing, and demonstration - Unique/Notable Requirements: - All equipment must meet specified performance and durability standards - 3-year warranty required on all installed systems - Installation, integration, and testing must be completed within 120 days after receipt of order - Work to be performed during regular weekday hours, excluding federal holidays and base down days - Offerors may propose 'equal' products if they meet or exceed the specified requirements - Technical capability narrative required with quotes; pricing-only quotes will not be accepted

DESCRIPTION

This is a combined synopsis/solicitation for the supply and installation of three vacuum compressors within aircraft maintenance bays on Whiteman AFB. Supplies and installation must meet the specifications in the attached PWS. 

This solicitation is issued as a Request for Quote (RFQ).

It is the contractor's responsibility to be familiar with the applicable clauses and provisions.

1. PLACE AND PERIOD OF PERFORMANCE

Place of Delivery/Performance: Whiteman AFB, MO 65305 FOB Point: Destination Period of Performance (PoP) / Delivery Timeline: Work must be completed 120 Days After Receipt of Order (ARO)

2. NOTICE TO OFFERORS & INSTRUCTIONS FOR SUBMISSION 

System for Award Management (SAM): Offerors must be registered and active in the SAM database at the time of quote submission. Failure to be registered will result in the quote being deemed ineligible for award. Request for Information (RFIs) / Questions: The Government will accept questions concerning this solicitation until 06 August 2026 at 10:00 AM CST. Email all questions to najee.holland@us.af.mil and tiffany.driskill@us.af.mil. Questions must be submitted on a .pdf, .doc, .docx, .xls, or .xlsx document. Answers will be posted publicly as an amendment to this solicitation. Quote Submission Instructions: Quotes must conform to the requirements of this solicitation and be received no later than 13 August 2026 at 12:00 PM CST

Submit quotes electronically via email to: najee.holland@us.af.mil and tiffany.driskill@us.af.mil The email subject line must contain: "RFQ FA462526Q1030 Vacuum Compressor Installation". The entire quotation must be contained in a single email and must not exceed 5 Pages. 

Quote Expiration: Quotes must remain firm and valid for a period of 30 calendar days from the date specified for receipt of offers. Required Documentation for Submission: To be considered responsive and eligible for award, the offeror must submit the following as part of their quote package:

A firm-fixed-price quote. Technical Capability Narrative: A detailed description of the products/services to be provided to prove compliance with the specifications in the PWS/SOW. (Quotes containing pricing only with no technical details will not be accepted).

4. BASIS FOR AWARD & EVALUATION CRITERIA

The following factors shall be used to evaluate quotes:

FACTOR 1: TECHNICAL ACCEPTABILITY Quotes will be evaluated on a Pass/Fail (Acceptable/Unacceptable) basis. Technical acceptability is defined as meeting all requirements in the PWS/SOW.

FACTOR 2: PRICE The Government will evaluate the total contract price for reasonableness. Evaluation of price will include the aggregate total of the basic requirement and all option periods (if applicable).
