This opportunity is for a comprehensive Career/Work Readiness Certificate Program (CWRCP) to be delivered across all Federal Bureau of Prisons (FBOP) institutions: - Government Buyer: - Federal Bureau of Prisons, National Acquisitions Section, and Central Office Education Branch - Products and Services Requested: - Career/Work Readiness Certificate Program for approximately 14,640 students at 127 test sites - Assessments and test materials (pre- and post-tests) - Certificates with score/skills reports and scoring services - Textbook/workbook bundles (30% in Spanish) - Printed curriculum, teacher resources/manuals, and classroom instructional guides - Additional skill tests and certificates for 7,000 students - Training and content support sessions (14 virtual, 6 in-person) - Printed and digital curriculum and assessments in English and Spanish, with accommodations for disabilities (large print, Braille, audiocassettes) - Training for instructional staff and program support/administration for FBOP staff and inmates - Unique or Notable Requirements: - Program must be evidence-based and support adult learners in custody - Must provide employer-recognized, portable certificates - Accommodations for individuals with learning disabilities are required - Support and training for both staff and inmates, including Train the Trainer sessions - Materials and services must be available in both English and Spanish - Single award contract with a base year and four one-year option periods - No specific OEMs or vendors are named in the solicitation documents - Estimated contract value is likely in the low to mid seven-figure range, based on scope and quantities

The Federal Bureau of Prisons, National Acquisitions Section, Washington, DC, intends to make a single award for Career/Work Readiness Certificate Program. Training location is: Throughout all Bureau of Prisons institutions.

Quotes must be received no later than August 20, 2026, at 2:00 PM Eastern Standard Time (EST). Quotes received after this date and time may not be accepted.
