Introduction This is a solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation Details Solicitation number 67100PR260037625 is issued as a request for quotation (RFQ), requesting Maintenance and Repair services for 4 Polaris UTVs for the U.S. Coast Guard Training Center (TRACEN) Cape May, located at 1 Munro Avenue, Cape May, NJ 08204. Set Aside and Legal Provisions This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 Effective Date 03/13/2026. NAICS and Product Service Code The associated North American Industrial Classification System (NAICS) code for this procurement is 441227, with a small business size standard of $40M. The Product Service Code is 2340. Submission of Offers Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified. Offers shall include at minimum: (1) The solicitation number. (2) The name, address, and telephone number of the Offeror. (3) The Offeror’s Unique Entity Identifier (UEI). (4) Information necessary to evaluate the factors contained in the provision at 52.212-2. (5) Responses to provisions requiring Offeror completion of information, representations, and certifications (other than those collected via SAM). (6) A statement of agreement with all terms, conditions, and provisions included in the solicitation and amendments. Period for Acceptance of Offers The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the receipt date unless another period is specified in an addendum. Scope of Work The U.S. Coast Guard Training Center (TRACEN) Cape May seeks to procure Maintenance and Repair services for 4 Polaris UTVs, located at 1 Munro Avenue, Cape May, NJ 08204. Offerors must provide prices for all items/CLINs. A zero-dollar ($0.00) unit price indicates the service/supply is at no charge. Blank or non-dollar annotations are unacceptable. Additional Repairs If during inspection, disassembly, or repair, the Contractor identifies additional repairs not included in the original quote, they shall notify the Contracting Officer (KO) with a written estimate. No repairs shall proceed without written authorization from the KO. The Government is not obligated to pay for repairs performed without prior written approval. Reference See the attached Statement of Work in Solicitation 67100PR260037625. Place of Performance The primary place of performance is the Contractor’s facility within 50 miles of the U.S. Coast Guard Training Center Cape May. The Government will deliver and pick up UTVs from the Contractor’s facility. No access to the base is required. Basis for Award Award will be made to the quoter offering the best value, considering technical capability, past performance, and price. The evaluation will consider: Technical capability to perform maintenance and repair per OEM procedures. Ability to provide and install OEM parts, fluids, lubricants, filters, tires, drive belts, etc. Capability to perform required 100 Hour / 1 Year services. Availability of qualified personnel, tools, and facilities. Understanding of the SOW and environmental disposal regulations. Ability to complete work within the required period. Location Requirement The repair facility must be within 50 miles of Cape May, NJ. The Government will deliver and pick up UTVs from this location. Quotations not meeting this requirement may be deemed unacceptable. Technical Approach Offerors should include a brief technical approach detailing how they will perform the work, including facility location, repair capability, parts sourcing, and schedule. Price Evaluation Prices will be evaluated based on the total Firm-Fixed Price for all labor, parts, materials, fluids, tires, equipment, disposal, and services. The price should reflect a clear understanding of the requirements and include all costs. Incomplete or unclear prices may be unacceptable. Price will be considered alongside technical capability and past performance to determine overall best value. Quote Submission and Terms Quotes must comply with all RFQ requirements. If an Offeror takes exception to any terms, they must list the exception and rationale. Rejected terms may lead to exclusion from consideration.
