The Federal Bureau of Prisons, FCC Coleman, is seeking a contractor to provide comprehensive mortuary and funeral services for deceased inmates at its Coleman, Florida facility. - Government Buyer: - Department of Justice, Federal Bureau of Prisons, Federal Correctional Complex (FCC) Coleman - OEMs and Vendors: - No specific OEMs or manufacturers are mandated or named - The current provider is Triple Alliance Enterprises Inc. (not an OEM) - Products/Services Requested: - Mortuary and funeral services, including: - Body pickup and transportation (24/7 availability required) - Embalming and body preparation - Dressing, restoration, and preparation for shipment or local burial - Filing of certificates and permits - Provision of caskets (standard and sealed for communicable disease cases) - Outside containers for caskets (for air, rail, or local burial) - Cremation and burial services - Coordination with FCC staff for all arrangements - Compliance with all applicable laws and regulations - Contractor must be licensed in Florida - Product Line Items: - Standard size casket (20 gauge steel, lacquer finish, ivory twill interior) - Sealed casket (hermetic seal for communicable disease or decomposed bodies) - Outside container for casket (various types for shipping or burial) - Notable Requirements: - Set aside for economically disadvantaged women-owned small businesses (EDWOSB) - Contractor must be available 24/7 for notifications - Compliance with labor, privacy, and security regulations - Estimated average of 17 cases per year - Indefinite delivery/requirements contract with firm fixed prices - Base year plus four option years - Compliance with FAR 52.204-7 (SAM registration) and FAR 52.222-54 (E-Verify enrollment)

Description

The Federal Bureau of Prisons, Federal Correctional Complex (FCC Coleman), located at 846 NE 54th Terrace Coleman, Florida, 33521, intends to make a single award of an indefinite delivery/requirements type contract with firm fixed prices to a responsible contractor, who can provide Mortuary Services in accordance with the stated requirements. The provision of mortuary services may include, but is not limited to transportation, embalming, body preparation, clothing, filing of certificates and permits, casket, shipping, cremation, and burial services. Read statement of work (SOW) carefully. The current provider for FCC Coleman is Triple Alliance Enterprises Inc.

The Contactor shall provide mortuary and autopsy services for the inmate population incarcerated at average of approximately 17 cases per year. This solicitation should result in the offer of a contract award with a base year with four option years. The contract shall extend from the effective date of award (base year) October 1, 2026, through twelve (12) months, September 30, 2027, with the Government's unilateral right to exercise an additional four Option Years. The contract type is an indefinite delivery/requirements contract with fixed-firm unit prices. The four additional Option Years are as follows:

Solicitation number 15B30226Q00000016 is issued as a Request for Quotation (RFQ) and IS set-aside for 100% Total Small Business concerns. The North American Industrial Classification (NAICS) code is 812210, Funeral Homes and Funeral Services, with a small business size standard of $12.5 million.

All potential quoters are advised that this solicitation includes the provision at FAR 52.204-7, System forward Management (SAM). This provision requires that all quoters doing business with the Federal Government to be registered in the SAM database for “All Awards”. Quoters shall include their Unique Entity Identification Number (UEI) number in their quotes. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees UEI number into the SAM database. Failure to complete the registration procedures outlined in the clause may result in elimination from consideration for award. For the purposes of this solicitation, all quoter’s SAM registration shall include NAICS code 812210. The solicitation period will be open from July 30, 2026, until August 27, 2026.

Contractors must comply with FAR 52.222-54, E-Verify Requirements, by enrolling in E-Verify within 30 days of contract award and beginning verification within 90 days of enrollment.

The proposals are due no later than 12:00 pm on August 27, 2026, however, this is a projected estimate, and contractors should refer to page 1 of the solicitation (Block #8) for the actual date quotations are due. All future information concerning this acquisition, including solicitation and amendments, will be distributed solely through this website.
