USCG Base Portsmouth Chief's Mess Roof Replacement Solicitation

The U.S. Coast Guard Base Portsmouth is seeking qualified contractors for the complete replacement of the Chief's Mess building roof. - Government Buyer: - U.S. Coast Guard, Base Portsmouth (Contracting Officer: Nathan Chappell; Additional POC: Jamie Bridges) - Scope of Work: - Removal of existing roof shingles, skylights, solar panels, and air vents - Replacement of damaged plywood underlayment and sheathing - Installation of new synthetic underlayment, roofing shingles, flashing, and two new air vents - Disposal of all waste materials in accordance with safety and environmental regulations - All labor, materials, and equipment must be provided by the contractor - Products/Services Requested: - Roof replacement services (no specific OEMs, brands, or part numbers specified) - Work must comply with manufacturer installation instructions for all materials - Unique/Notable Requirements: - Mandatory site visit for field verification of quantities - Compliance with Davis Bacon Act wage rates - Work must be completed within 10-30 working days after award, as specified - 100% set-aside for Small Businesses under NAICS code 238160 (Roofing Contractors) - Firm-Fixed Price contract anticipated - No specific OEMs or product brands are named in the solicitation or attachments.

Description

Remove the existing roof shingles, skylights, solar panels, dispose of all waste and provide and install all labor and materials necessary to replace the sheathing and fill in all removed areas to match existing, renew underlayment, install roofing shingles I.A.W. manufactures instruction. See attached Statement of Work. It is anticipated that this procurement is 100% set-aside for Small Businesses using NAICS code of 238160 Roofing Contractors and a small business size standard of $19.0 million. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See FAR 52.212-1 for submission instructions & FAR 52.212-2 for evaluation criteria. All quotes must be submitted by 10:00AM Eastern Time on 08/19/2026 via email to Jamie.C.Bridges@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Officer at the email addresses listed above no later than 08/13/26 at 10:00 AM Eastern Time.

All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on 08/12/26 at 10:00AM Eastern Time.
