This is a Sources Sought Notice.  This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability of small business sources meeting the requirement described herein. The National Institutes of Health (NIH) is seeking to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code of 424710 with 225 in size standards in number of employees for the required NIH Vehicle Fleet Fuel Supply.

This notice does not obligate the Government to issue a solicitation or award a contract.  Responses to this notice are not offers and cannot be accepted by the Government to for a binding contract.  The Government will not reimburse respondents for any costs incurred in preparing a response.  This Sources Sought Notice is for market research purposes only.  The Government is seeking information from industry to assist in acquisition planning and to determine the appropriate procurement strategy, including whether a set-aside is feasible.

Description

The NIH, Office of Logistics and Acquisition Operations, has a requirement to establish a contract for fuel services in support of its fleet of approximately 550 government-owned vehicles. These vehicles are essential to the daily operations of NIH, supporting mission-critical activities including the transportation of personnel, equipment, medical supplies, and materials across NIH facilities.  The NIH fleet operates across multiple locations and relies on a consistent and uninterrupted supply of fuel to maintain operational readiness. Without a dedicated fuel contract in place, NIH risks service disruptions that could directly impact the agency's ability to carry out its research, clinical, and administrative missions. Establishing this contract will ensure that NIH has a reliable, cost-effective, and compliant fuel supply solution that meets the operational demands of its fleet while adhering to federal procurement regulations and environmental requirements. This acquisition supports NIH's commitment to efficient fleet management and responsible stewardship of government resources.

Statement of Work

The Government has provided a “draft” Statement of Work (SOW) (see attachment).

Period of Performance

The Government anticipates a contract with a one-year base and four one-year option periods.

Place of Performance/Delivery

The delivery locations  are NIH Facility Bethesda and Poolesville, Maryland.

Capability and Experience Statement

All capable vendors should respond with a capability statement informing the availability of providing  Unleaded fuel, E-85, and Diesel fuel for vehicles, trucks, and special use equipment. 

Response Instructions

An organization that is not considered a small business under the applicable NAICS code 424710 should not submit a response to this notice.
