Description

The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD, in support of PMA-209 Program Office, is seeking sources to update and deliver a Product Level Technical Data Package (TDP) for the CAINS II ASN 139 Test Bench.

PROGRAM BACKGROUND

The Government requires an updated and complete Product Level Technical Data Package (TDP) for the CAINS II ASN 139 Test Bench based on past deliveries under Delivery Order N00421-21-F-0119 (Basic Order Agreement N00019-20-G-0005). The overarching objective is to provide the Navy with a current, organized TDP in accordance with MIL-STD-31000B and the designated Option Selection Worksheet (OSW). Northrop Grumman is the Original Equipment Manufacturer (OEM) and the current developer of the baseline data. The purpose of this effort is to meet TDP design disclosure requirements to define and manage the engineering, configuration management, and logistics product baselines, and to transfer Design Responsibility to the Government.

ELIGIBILITY

The applicable NAICS code is 334511 with a Small Business Size standard of 1,250 employees. The Product Service Code (PSC) is 5826. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size.

ANTICIPATED PERIOD OF PERFORMANCE

The anticipated period of performance will be approximately 30 Days After Receipt of Order (ARO).

ANTICIPATED CONTRACT TYPE

The contract vehicle is anticipated to be a Firm-Fixed-Price contract.

REQUIRED CAPABILITIES

The requirements under this effort are to complete and update the ASN 139 Test Bench TDP to ensure all product definition data enables and supports production, sustainment, and maintenance requirements for the full life cycle of the system.

TDP Content

The Contractor shall complete the TDP and include all internally and externally generated data and software documentation used by the Contractor to develop, test, and manage the program. This includes, but is not limited to:

Models and Drawings Associated Lists Specifications Company Standards and Publications Test Reports and Procedures Engineering Analysis Data Material and Process Specifications Critical Manufacturing Processes Quality Assurance Provisions Packaging Details Other data and documents referenced on drawings and associated lists

SUBMISSION INFORMATION

It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the tasking listed under the required capabilities. This documentation must address at a minimum the following:

Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status. Prior/current corporate experience performing efforts of similar size and scope to the tasking described under Required Capabilities within the last three years, including contract numbers, contract values, Government point of contract with current telephone number, and a brief description of how the referenced contract related to those tasks. Management approach to staffing this effort with qualified personnel. Company’s prior/current experience and demonstrated knowledge of the CAINS-II ASN 139 Test Bench and technical data processing. Company’s ability to access CAINS-II technical data, native CAD models, and drawings required to extract, format, assemble, and deliver the TDP updates. Specific technical skills the company possesses which ensure capability to perform the tasks (e.g., ASME Y14.100 expertise, MIL-STD-31000B familiarity). Existing technical data licenses or agreements with the CAINS-II OEM for performance of CAINS-II related tasking or provide documentation, with concurrence from the OEM, demonstrating the ability to obtain any necessary license/agreement for access to CAINS-II technical data for this effort. Documents submitted in response to this requirement will not be counted against any page limitations. If you are a small business, provide an explanation of your company’s ability to perform at least 50% of the tasking described in required capabilities, either individually or with any combination of small businesses. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office location, CAGE code, DUNS number, etc. Indicate whether you are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned, Small Business Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern.
