The Delaware Department of Health and Social Services, Division of Public Health, is seeking professional services and a vendor system to support the WIC Breastfeeding Performance Improvement Project. - Government Buyer: - Department of Health and Social Services (DHSS), Division of Public Health - Office of Contracts, Management and Procurement - Products and Services Requested: - Vendor system (potentially SaaS/cloud-based) for quality improvement, data analysis, and reporting on breastfeeding outcomes for WIC Peer Counselor Services - Professional services covering: - Project management across five lifecycle phases: planning, configuration/customization, testing/deployment, operations/support, and transition-out - Data conversion and integration of legacy data (current vendor: Gibbous) - Ongoing maintenance, support, and secure data management - Quality improvement assessments, outcome analysis, quarterly/annual reporting, data visualization, and technical assistance - Unique or Notable Requirements: - Vendors must have at least five years of experience in public health data analysis, especially in breastfeeding or maternal and child health programs - Secure data handling is mandatory; non-public State of Delaware data must not be stored or transferred outside the United States - Compliance with HIPAA and state data security policies is required - The contract may involve cloud-based SaaS solutions and requires continuity of existing vendor services - The contract term is initially three years, with options for annual extensions up to seven additional years

The State of Delaware, Department of Health and Social Services, Division of Public Health is seeking professional services to support the WIC Breastfeeding Performance Improvement Project. The project involves quality improvement, data analysis, and reporting services related to breastfeeding outcomes for the Delaware WIC Breastfeeding Peer Counselor Services.
