The U.S. Coast Guard Base Portsmouth Electronic Support Division (ESD) is seeking a contractor for the replacement and repair of its Uninterruptible Power Supply (UPS) system at its Portsmouth, VA facility. - Government Buyer: - U.S. Coast Guard, Base Portsmouth Electronic Support Division (ESD) - Products and Services Requested: - Replacement of existing Best Power Technology Model FE18KVA/10C UPS and batteries - Supply and installation of a new 18 kVA / 15.0 kW UPS system - Supply and installation of a compatible Maintenance Bypass Switch (MBS) - Site survey and preparation to verify electrical infrastructure and cooling - Decommissioning and removal of the old UPS, battery cabinets, and MBS - Installation, integration, and testing of the new UPS and MBS - Functional and load testing, startup procedures, and familiarization training for USCG personnel - Environmentally compliant disposal of legacy UPS and batteries - One-year warranty on the new UPS system - Unique or Notable Requirements: - Contractor must comply with all relevant electrical, safety, and environmental regulations - Site visit is encouraged to verify quantities and site conditions - Compliance with base security policy for site access - Period of performance not to exceed 60 calendar days from award - OEMs and Vendors: - The existing UPS is Best Power Technology Model FE18KVA/10C - No specific OEM is mandated for the replacement; new UPS must meet or exceed specified capacity and compatibility requirements

Description

The work consists of providing all labor, materials, and equipment, as required, to complete all work as described in the provided Statement of Work (SOW). This procurement is 100% set-aside for Small Businesses using NAICS code of 811210 Electronic and Precision Equipment Repair and Maintenance with a small business size standard of 34 million dollars. The Government contemplates award of a Firm-Fixed Price purchase order resulting from this solicitation. See FAR 52.212-1 for instructions to offerors and FAR 52.212-2 for evaluation criteria. All quotes must be submitted by 5:00 PM Eastern Time on 08/12/2026 via email to frank.r.burton@uscg.mil and keven.d.weaver@uscg.mil.  Quotes shall be submitted via the SF-18. Questions about this solicitation must be submitted in writing to the Contracting Officer and Contract Specialist at the email addresses listed above no oral questions will be accepted. Questions must be submitted no later than 12:00PM EST on 08/07/26.
