Pre Solicitation Notice PACS Preventive Maintenance THIS WILL BE A 100% SDVOSB SET ASIDE Department of Veterans Affairs (VA) Physical Access Control System (PACS) Preventative Maintenance SCOPE: The Contractor shall provide all personnel, equipment, tools, material, supervision, and quality control necessary to perform preventative maintenance, inspections and updates/upgrades to the Physical Access Control System (PACS) equipment at the Department of Veterans Affairs, (Veterans Benefits Administration Winston-Salem Regional Office). PLACE OF PERFORMANCE / HOURS OF OPERATION: Department of Veterans Affairs Regional Office 251 North Main Street Winston-Salem, NC 27155 Normal Business Hours are 7:00 AM EST to 4:00 PM EST. All work will be performed during normal operation hours: Work at the site will not take place on Federal Holidays or weekends. If a Federal Holiday falls on a day scheduled for services, the services will resume the next official workday between the scheduled hours. Vendor shall contact the facility Point of Contact (POC) at least one hour prior to arrival by calling the POC's direct extension. PERIOD OF PERFORMANCE: The period of performance shall be one (1) base year (12 months) with four (4) potential (1) option years to be exercised at the discretion of the Contracting Officer. Government Furnished Equipment: Lenel Physical Access Control System (PACS) OnGuard security systems POST AWARD MEETINGS / PROGRESS MEETINGS: The contractor shall attend (virtually) any post award meetings convened by the Contracting Officer (CO), Contract Specialist (CS) or facility POC. Meetings shall discuss contract performance, lessons learned, issues identified or any other topic deemed necessary by the Government. Contractors' attendance at these meetings shall be at no additional cost to the Government. CONTRACTOR QUALIFICATIONS: The contractor or subcontractor shall be a certified and approved reseller for Lenel Physical Access Control System (PACS) OnGuard security systems and HID smart card readers for the duration of the contract term. PREVENTATIVE MAINTENANCE: The Contractor shall provide services required under this contract within normal business hours which are 7:00 AM EST to 4:00 PM EST, Monday through Friday, except on recognized federal holidays or when the Government facility is closed due to emergencies or administrative closures. The first inspection shall take place within 30 business days of the start date, with subsequent inspections every six (6) months unless otherwise approved. Perform system database backup twice a year. Conduct software maintenance and functionality tests twice a year, including installation of updates/patches. Provide manufacturer software technical help desk support and updates as needed at no additional cost. Perform preventive maintenance inspections twice a year, including operational testing, load testing, cleaning, adjusting, and checking for loose mountings or connections. PREVENTATIVE MAINTENANCE REPORTING: Within ten (10) business days of each inspection, the Contractor shall submit a written report including: Name of Employee providing services Date and time of service Operational test results, including access control doors/panic buttons Deficiencies with details and repair quotes Power supply and backup battery test results with details and repair quotes Equipment adjustments made System database backup date and time Software maintenance and function check details Description of needed repairs and itemized cost estimates CONTROLLED POWER OUTAGES: The Contractor shall perform two (2) scheduled Controlled Power Outages per period, with the first within 60 business days of start, and the second within six (6) months after the initial outage unless otherwise approved. Report within five (5) business days including: Name of Employee providing services Date and time of service Results and deficiencies of power outage Needed repairs with cost estimates EMERGENCY SERVICES: The Contractor shall provide 24/7 emergency response, with response initiated within 8 hours of call. The contractor shall respond to at least six (6) emergency services per year and submit detailed reports within 48 hours of each service. INVOICE / BILLING: Invoices should include: Business name, invoice number, date Contract, order, and obligation numbers Itemized services with descriptions and prices Shipping and payment details Payment is in arrears after services are rendered. No award can be made until registration is complete. OPTIONAL TASK UPGRADE: Installation of software version upgrades for PACS equipment, including patches and updates, to be downloaded, installed, and configured by the contractor. The upgrade shall be completed within 120 days of notification. The contractor shall provide a report including: Software manufacturer’s name Software name Versions before and after upgrade Date and time of upgrade Technician performing the upgrade Any passwords used Report to be submitted via email within fourteen (14) business days of completion. SERVICE VISIT/CALLS SIGN-IN: Service visits will be coordinated with the COR. The contractor shall sign in and out during services, with an escort provided. All visits shall be documented. Contractor Employee Responsibility The contractor is responsible for actions of their employees and subcontractors. Damage caused by employees must be remedied at the contractor’s expense. Access to the PACS server in Support Services Division (SSD) requires escort by Support Services staff at the Winston-Salem Regional Office.
