Description

Enclosed is a Request for Quotations (RFQ) for Supply, Installation, Testing and Commissioning of addressable fire detection/alarm system services at the U.S. Embassy in New Delhi, India. Offerors wishing to submit a quotation should follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit their quotation to the address specified below.

Site Visit The Embassy intends to conduct a site visit on August 6, 2026, at 11:00 a.m., at Gate-C, Chandragupta Marg, Chanakyapuri, New Delhi – 110021, India. Prospective offerors wishing to participate must submit their interest to ChellaramaniA@state.gov no later than 5:00 p.m. on August 4, 2026.

Requests for Clarification All requests for clarification must be submitted in writing via email to ChellaramaniA@state.gov no later than 5:00 p.m. on August 4, 2026. Responses will be provided to all offerors who have expressed interest in doing business with the U.S. Government (USG). Questions submitted after this deadline will not be answered.

Quotation Submission Quotations are due no later than 5:00 p.m. (India Standard Time) on August 11, 2026. All quotations must be submitted electronically to NewDelhiBids@state.gov, with the subject line: "Solicitation No. 191N6526Q0099 – Structural Retrofitting."

Each submission must not exceed 10 MB. If the total file size exceeds 10 MB, offerors must divide the submission into multiple files, each under 10 MB, and send them as separate emails.

Quotations received after 5:00 p.m. (India Standard Time) on August 11, 2026, will not be accepted. All quotations must be submitted in English. Incomplete quotations will not be considered. Quotations submitted to any email address other than NewDelhiBids@state.gov will be rejected in accordance with FAR provision 52.215-1.

Basis for Award The U.S. Government intends to award a contract/purchase order to the responsible offeror submitting an acceptable quotation at the lowest price. The Government intends to award based on initial quotations without discussions; however, the Government reserves the right to hold discussions with offerors in the competitive range, if necessary.

SAM Registration Offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov prior to submitting a quotation. Contractors unable to register prior to award must complete registration within 30 days after award, or no later than 3 days prior to submission of the first invoice — whichever occurs first.

Offerors are strongly encouraged to begin SAM registration immediately if they intend to respond to this solicitation.
