This opportunity is for the supply, installation, testing, and commissioning of a new addressable fire detection and alarm system at the U.S. Embassy in New Delhi. - Government Buyer: - U.S. Department of State, U.S. Embassy New Delhi, Office Building, Enclave Compound, Chanakya Puri - Products and Equipment Requested: - Main fire alarm control panel (analog-addressable, network capable, with LCD display, USB ports, and optical fiber network capability) - Addressable repeater panel (networked with main panel via optical fiber) - Addressable multi-criteria smoke detectors (programmable, using smoke, heat, and time) - Heat detectors (operating at least 11°C above max ambient temperature) - Manual fire alarm boxes (addressable, red, ABA compliant, non-break glass type) - Visible notification appliances (UL 1971 compliant, multi-candela, red with white FIRE label, synchronized) - Audible notification appliances (UL 464 compliant, electronic horns, sounder-bases or speakers, silenceable) - System printer (compatible with fire alarm control panel) - Data grade low capacitance wiring, surge suppression, and proper conduit installation - Services Requested: - Complete installation and replacement of all fire detection/alarm system devices and panels - System testing and commissioning, including submission of reports and as-built drawings - Supervision, labor, tools, equipment, and materials for safe installation, testing, and commissioning - Notable Requirements: - One-to-one replacement of existing detectors, pull stations, annunciators, and main panel using existing infrastructure - System must be analog-addressable, network capable, and comply with NFPA 72 and National Electric Code - Contractor must provide shop drawings, cut sheets, bill of quantities, and ensure continuous fire detection coverage during installation - Compliance with local laws, provision of bonds and insurance, and adherence to quality assurance and safety requirements - Deliverables include inspection reports, quality plans, schedules, and final acceptance documentation - Estimated contract value: INR 2,100,000 to INR 2,200,000 - No specific OEMs or brands are mandated, but all equipment must meet the specified standards and codes

Description

Enclosed is a Request for Quotations (RFQ) for Supply, Installation, Testing and Commissioning of addressable fire detection/alarm system services at the U.S. Embassy in New Delhi, India. Offerors wishing to submit a quotation should follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit their quotation to the address specified below.

Site Visit The Embassy intends to conduct a site visit on August 6, 2026, at 11:00 a.m., at Gate-C, Chandragupta Marg, Chanakyapuri, New Delhi – 110021, India. Prospective offerors wishing to participate must submit their interest to ChellaramaniA@state.gov no later than 5:00 p.m. on August 4, 2026.

Requests for Clarification All requests for clarification must be submitted in writing via email to ChellaramaniA@state.gov no later than 5:00 p.m. on August 4, 2026. Responses will be provided to all offerors who have expressed interest in doing business with the U.S. Government (USG). Questions submitted after this deadline will not be answered.

Quotation Submission Quotations are due no later than 5:00 p.m. (India Standard Time) on August 11, 2026. All quotations must be submitted electronically to NewDelhiBids@state.gov, with the subject line: "Solicitation No. 191N6526Q0099 – Structural Retrofitting."

Each submission must not exceed 10 MB. If the total file size exceeds 10 MB, offerors must divide the submission into multiple files, each under 10 MB, and send them as separate emails.

Quotations received after 5:00 p.m. (India Standard Time) on August 11, 2026, will not be accepted. All quotations must be submitted in English. Incomplete quotations will not be considered. Quotations submitted to any email address other than NewDelhiBids@state.gov will be rejected in accordance with FAR provision 52.215-1.

Basis for Award The U.S. Government intends to award a contract/purchase order to the responsible offeror submitting an acceptable quotation at the lowest price. The Government intends to award based on initial quotations without discussions; however, the Government reserves the right to hold discussions with offerors in the competitive range, if necessary.

SAM Registration Offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov prior to submitting a quotation. Contractors unable to register prior to award must complete registration within 30 days after award, or no later than 3 days prior to submission of the first invoice — whichever occurs first.

Offerors are strongly encouraged to begin SAM registration immediately if they intend to respond to this solicitation.
