Description

NASA/Information Technology Procurement Office (ITPO) has a requirement for SEER Annual Site License Renewal consisting of: six (6) SEER for Software – Estimator Edition, one (1) SEER for Software – Project Manager Edition, two (2) Electro Optical Sensors Option for SEER-H, and nine (9) SEER for Hardware – Estimator Edition.  This requirement is utilized by multiple NASA centers.

NASA/ITPO intends to issue a sole source contract to acquire the services from Galorath Incorporated of 5000 E Spring ST STE 140 Long Beach, CA 90815-5203 under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.  Galorath Incorporated is the sole source provider for this requirement.

The Government intends to acquire a commercial product or service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to lance.s.neumaster@nasa.gov not later than 12 PM ET on August 5, 2026.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis.  A decision by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
