The U.S. Air Force at Dyess Air Force Base, Texas, is seeking qualified small business contractors for a five-year IDIQ contract to install, maintain, and sustain Honeywell Vindicator Intrusion Detection Systems (IDS) and Access Control Systems (ACS) across multiple facilities. - Government Buyer: - Department of the Air Force - 7th Contracting Squadron (7 CONS), 7th Security Forces Squadron, 7th Communications Squadron, 7th Logistics Readiness Squadron - Dyess Air Force Base, Texas - OEM Highlight: - Honeywell (Vindicator IDS, ACS, Command & Control annunciator systems) - Products and Equipment Requested: - Honeywell Vindicator IDS and ACS components (including balanced magnetic switches, motion sensors, card readers, keypads, pin pads, door controllers, electronic locks, field nodes, software licensing) - IT equipment cabinets, network switches (24 port), UPS devices, fiber optic patch cables, power circuits, main ACS badging/enrollment workstations - Installation materials: cabling (fiber optic, CAT6A shielded), conduit, enclosures - Services Requested: - Turn-key installation, engineering design reviews (95% design review), programming, configuration, civil site preparation, trenching, fiber optic line installation - Maintenance and warranty services (one-year warranty, software updates, troubleshooting) - End user training (up to 20 personnel per site, multiple sessions) - Testing and monitoring (72-hour functional alarm test, 30-day continuous monitoring, operational testing per AFI 31-101) - Unique/Notable Requirements: - Brand-name restriction to Honeywell for system interoperability and proprietary requirements - Use of OEM-certified Honeywell technicians for installation and support - Compliance with Air Force and DoD security standards, DoDIN Approved Products List, TAA requirements - Participation in site visits, design reviews, and government signoff for each project - All equipment, tools, materials, transportation, supervision, and labor must be provided by the contractor - Contract Structure: - Multiple Award IDIQ, 100% Small Business Set-Aside - Five-year ordering period (one-year base plus four one-year options) - Cumulative maximum contract value: $4,999,999.99 - Task orders range from $25,000 to $1,000,000

Description

This is a combined Synopsis/Solicitation.  This announcement constitutes the only solicitation; this is a Request for Quote (RFQ) and no other solicitation will be issued. The Government intends to award a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm-Fixed Price (FFP) Task Orders for this requirement. As outlined in Section H – Special Contracting requirements, the government reserves the right to award an IDIQ to one (1), or multiple vendors resulting from this solicitation. The Government reserves the right to cancel this solicitation, either before or after the closing date and prior to any contract award. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

PROJECT OVERVIEW: The 7th Contracting Squadron, on behalf of the 7th Security Forces Squadron at Dyess AFB, TX, is seeking qualified contractors to establish a Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. The successful contractors shall provide all necessary equipment, tools, materials, transportation, supervision, and labor to perform the installation, maintenance, and sustainment of Honeywell (Vindicator) Intrusion Detection Systems (IDS) in accordance with the Statement of Work (SOW). This requirement will be solicited as a 100% Small Business Set-Aside. The Government intends to award an IDIQ contract(s), each with a potential five (5) year ordering period, consisting of a one-year base period and four (4) one-year option periods. Individual Task Orders for specific projects will be competed amongst the IDIQ contract awardees in accordance with the Fair Opportunity procedures detailed in Section H of the contract and RFO 16.507. The cumulative maximum value for all task orders under this IDIQ shall not exceed $4,999,999.99.

QUOTE SUBMISSION INFORMATION: E-mail is the required method for quote submission. All Quote Submission information is outlined in the Attached Section L & M Document. Offerors are encouraged to read the solicitation, and attachments in their entirety before submission. As outlined in Sections L&M, the following documents must be submitted:

3. Volume 3: Past Performance Information

* Quotations must remain valid for a minimum of 120 days from the submission date*

Site Visit: An optional site visit will be scheduled on 11 August 2026 for all interested vendors.
