Description

This is a combined Synopsis/Solicitation.  This announcement constitutes the only solicitation; this is a Request for Quote (RFQ) and no other solicitation will be issued. The Government intends to award a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm-Fixed Price (FFP) Task Orders for this requirement. As outlined in Section H – Special Contracting requirements, the government reserves the right to award an IDIQ to one (1), or multiple vendors resulting from this solicitation. The Government reserves the right to cancel this solicitation, either before or after the closing date and prior to any contract award. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

PROJECT OVERVIEW: The 7th Contracting Squadron, on behalf of the 7th Security Forces Squadron at Dyess AFB, TX, is seeking qualified contractors to establish a Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. The successful contractors shall provide all necessary equipment, tools, materials, transportation, supervision, and labor to perform the installation, maintenance, and sustainment of Honeywell (Vindicator) Intrusion Detection Systems (IDS) in accordance with the Statement of Work (SOW). This requirement will be solicited as a 100% Small Business Set-Aside. The Government intends to award an IDIQ contract(s), each with a potential five (5) year ordering period, consisting of a one-year base period and four (4) one-year option periods. Individual Task Orders for specific projects will be competed amongst the IDIQ contract awardees in accordance with the Fair Opportunity procedures detailed in Section H of the contract and RFO 16.507. The cumulative maximum value for all task orders under this IDIQ shall not exceed $4,999,999.99.

Offerors are encouraged to read the solicitation, and attachments in their entirety before submission. As outlined in Sections L&M, the following documents must be submitted:

3. Volume 3: Past Performance Information

* Quotations must remain valid for a minimum of 120 days from the submission date*

Site Visit: An optional site visit will be scheduled on 11 August 2026 for all interested vendors.
