This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.
The intent of this synopsis is to make notice of a proposed contract action for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for general site work including asphalt paving and paving related services, minor utility work and minor concrete maintenance repairs for Naval Station Newport, Rhode Island and surrounding locations including the Naval Undersea Warfare Center and NAVFAC PWD New London Area of Responsibility (AOR).
PROJECT DESCRIPTION:
This is a Regional Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The work includes but is not limited to, the provision of all labor, materials, equipment, tools, transportation, supplies, and supervision for: excavation, backfill, removal of bituminous and cementitious concrete materials, reclaiming pavement, saw cutting asphalt and concrete, resetting catch basin (CB) and manhole (MH) frame and covers, MH rehabilitation, curb removal, curb resetting, disposal of soil containing arsenic and clean soil.
The work further includes the provision and installation of new: fill material, gravel base material, bituminous pavement, temporary bituminous patching, curbing, seeding, sodding, cast-in-place concrete, concrete sidewalks, pavement markings, chain link fence, utility structures, utility piping, concrete duct bank, steam piping and other associated work and/or material including all incidental related work. Asbestos abatement including writing the work plan and disposal of waste is also included. The contractor may be called upon for urgent and rapid response calls to assist Naval Station Public Works with utility repairs.
The Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, safety, surveys, layout work, quality control, traffic control, and management necessary to fulfill the requirements of task orders issued by the Contracting Officer under this contract. The Government contemplates that one Contract will be awarded for this solicitation. Each Public Works Department (PWD) and Resident Officer in Charge of Construction (ROICC) Base location will administer the work that they order.
The duration of the contract will be for a five (5) year ordering period from the date of contract award. The total five-year ordering period includes a base period and four 12-month option periods not to exceed sixty (60) months from the date of contract award. The Government may issue a minimum guarantee in amount of $5,000.00 to the successful offeror via the initial task order. The minimum guarantee covers the full term of the contract to include all option years.
This solicitation is being advertised as “Unrestricted” for Full and Open Competition, and will be solicited utilizing Sealed Bidding procedures outlined in FAR Part 14.3 (DEVIATION 2026-O0012). Award will be made to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price related factors included in the invitation.
The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 237310, Highway, Street, and Bridge Construction, and the Small Business Size Standard is $45,000,000.
The estimated price range for this project (base period plus option years) is between $25,000,000 to $100,000,000.
This anticipated award of this contract is October 2026.
A Small Business Search (SBS) and a Sources Sought Notice was conducted and issued on 01 April 2026, seeking eligible Small Businesses, HUBZone Small Business, Small Disadvantaged Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses to determine the opportunity for a set-aside. The Government invited prospective offerors with the capabilities of performing construction services that meet or exceed the stated requirement to submit a capabilities statement. Respondents were required to submit relevant experience in performing efforts of similar size, scope, and complexity within the last five (5) years. Based on the market research conducted for this procurement and in accordance with FAR 19.104-1(a) (DEVIATION 2026-O0037), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. Successful award and completion of the requirements can be achieved by soliciting the contract as "Unrestricted" for full and open competition. A DD2579 Small Business Coordination Record was approved by the NAVFAC MIDLANT Small Business Professional on 15 July 2026. On 16 July 2026, the Small Business Administration (SBA) Procurement Center Representative (PCR) concurred with this recommendation.
