Hennepin County Transportation Department is seeking bids for a comprehensive culvert repair, replacement, and UV-cured lining project across multiple County State Aid Highways (CSAH 5, 19, 61, and 151) in several Minnesota cities. - Government Buyer: - Hennepin County Transportation Department (Asset Management Division Engineer) - OEMs and Vendors: - Notable OEMs for UV-cured CIPP liners and culvert materials include Granite Inliner, LLC; Insituform Technologies, LLC; Michels Corporation; TrueNorth Steel; and Rinker Materials - Products/Services Requested: - UV-cured CIPP (Cured-In-Place Pipe) liners for culvert rehabilitation (must meet ASTM standards) - Pipe culverts and aprons in various sizes (12", 15", 18", 24", 36") - Geotextile filters (Type 3 and 4), aggregate base, bituminous patching mixture - Portable precast concrete barriers (DES 8337), impact attenuators, erosion control blankets (Category 4N) - Traffic control devices, silt fences, sediment control logs, topsoil borrow, site restoration - Mobilization, tree clearing, grubbing, sawing bituminous pavement, muck excavation, granular embankment, drainage structures, and related construction services - Unique/Notable Requirements: - UV-cured CIPP liners must comply with ASTM standards and project specifications - Affirmative action goals: 32% minority, 20% women workforce participation - 18% Small Business Enterprise (SBE) participation goal - Workforce Entry Program (WEP) apprentice hiring goal of at least 91 hours - Compliance with Minnesota Department of Transportation 2018 Standard Specifications - Payment and performance bonds required equal to contract amount - Electronic bid submission via ProcureWare system - Environmental and erosion control measures required throughout the project

Description

This solicitation is for the repair, replacement, and UV lining of culverts located on County State Aid Highways (CSAH) 5, 19, 61, and 151 within the Cities of Eden Prairie, Minnetonka, Minnetrista, and Orono in Hennepin County, Minnesota. Major work includes mobilization, tree clearing and grubbing, sawing pavement, removing pipe culverts and bituminous pavement, installing culvert markers, lining culvert pipes, installing geotextile filters, riprap placement, installing precast barriers and impact attenuators, traffic control, silt fences and sediment logs, topsoil borrow and erosion control blankets, and site restoration. Bids are to be submitted electronically and are due by 2:00 p.m. on March 16, 2021.
