The Department of the Treasury, through the Treasury Common Services Center (TCSC) for the Alcohol and Tobacco Tax and Trade Bureau (TTB), is seeking a contractor for hazardous materials and waste removal services at the TTB Scientific Services Division laboratory in Beltsville, MD. - Government Buyer: - Department of the Treasury, Alcohol and Tobacco Tax and Trade Bureau (TTB), Scientific Services Division - Office: Treasury Common Services Center (TCSC), TTB - A & T LAB -NLC - OEMs and Vendors: - No specific OEMs or vendors are named; the requirement is for service providers specializing in hazardous waste removal - Products/Services Requested: - Hazardous materials and waste removal services, including: - Packaging, removal, and disposal of hazardous spent waste and expired chemicals - Types of waste: flammable, flavor, tobacco, HPLC, ICPMS, sharps, universal waste, DEA controlled substances, and more - Emergency pickup and spill response services - Compliance with EPA, DOT, DEA, and state/local regulations - Maintenance of all required permits and delivery to EPA-approved facilities - Service provider must be within 150 miles of Beltsville, MD - Unique or Notable Requirements: - Contractor must have experience, references, and all necessary permits - Must provide emergency response for complex chemical spills - Firm-fixed price contract with a 12-month base period and four 12-month option periods - Award based on best value, unrestricted under NAICS 562112

Treasury Common Services Center (TCSC) on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) has a Request for Proposal (RFP) for Hazardous Materials Removal Services in accordance with Attachment 1: Performance Work Statement (PWS), Attachment 2: Technical Evaluation, and Attachment 3: Wage Determination.

This requirement is requesting pricing for a 12-month base period, and four (4) 12-month option periods.

Period of Performance:

Base Period: 09/30/2026-09/29/2027

Option Period 1: 09/30/2027-09/29/2028

Option Period 2: 09/30/2028-09/29/2029

Option Period 3: 09/30/2029-09/29/2030

Option Period 4: 09/30/2030-09/29/2031

This is a combined synopsis/solicitation with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This is an Unrestricted solicitation under NAICS 562112. Award will be made to the offeror with the Best Value. To be considered technically acceptable, all quotes must include features and specifications in accordance with the attached Performance Work Statement (PWS).

An all-inclusive firm fixed price award will be made to the contractor whose proposal represents the Best Value to the Government. Additional discounts are requested. The Government intends to make one award from responses received.
