Sources Sought Notice Page 9 of 9 Sources Sought Notice *= Required Field Page 1 of 2 General Summary: Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5 (NCO 5), is issuing this request for information/sources sought notice in order to identify vendors that are interested in and capable of providing maintenance, repair, and replacement of Plumbing Systems, HVAC-R Systems, Mechanical Systems, Electrical Systems, and Control Systems at VA Medical Centers located in Beckley, Clarksburg, and Huntington WV. Primary locations are the Beckley VA Medical Center, Louis A. Johnson VA Medical Center (Clarksburg), and Hershel "Woody" Williams VA Medical Center (Huntington). Description of Work: Multiple firm-fixed unit price Blanket Purchase Agreements (BPAs) will be established to provide Mechanical, Electrical, and Plumbing (MEP) repair and maintenance services across Beckley VA Medical Center, Louis A. Johnson VA Medical Center (Clarksburg), Hershel "Woody" Williams VA Medical Center (Huntington), and with a surge capacity to service all associated clinics. The contractor shall furnish all necessary qualified personnel, supervision, materials, equipment, and services to perform the tasks in the Statement of Work prepared for each Task Order. The scope encompasses maintenance, repair, and replacement of the systems below. Mechanical Systems HVAC-R Systems Supply, return, and exhaust ductwork (testing, repair, installation, demolition) Direct Digital Controls Variable Speed Drives (including ABB drives) Electric motors, fans, actuators VAV and CAV boxes Coil cleaning, repair, replacement Air conditioning, DX Cooling, VRF systems Chillers, air handlers, compressors, fan coils, heat exchangers, heat pumps, humidifiers, dehumidifiers TAB (testing, adjusting, and air balancing) Filter servicing and cleaning Exhaust fan repairs HVAC-R system demolition Area and room pressure monitoring and testing Temperature/humidity monitoring systems, sensors, transmitters, base stations (troubleshooting, repair, replacement) Exhaust hoods and exhaust systems (troubleshooting, repair, replacement) Equipment and Specialty Systems Maintenance Warehouse dock levelers and garage doors: troubleshoot, repair, replace all associated systems Laundry equipment: troubleshooting, repair, and replacement of all laundry systems, including electronics and controls Grounds equipment: troubleshooting, repair, and replacement Medical and Facility Mechanical Systems Medical air and vacuum systems Dental air and vacuum systems and traps Medical bulk oxygen systems Air compressors Walk-in coolers/freezers, medical refrigerators/freezers Kitchen refrigeration equipment repairs Electrical Systems Repair, maintenance, and replacement of electrical infrastructure, including: Power generators and generator control systems Transformers, transmission lines, and conduits (above and below grade) Electrical panels, breakers, fuses, circuits Switches, relays, outlets, lamps, bulbs (standard and LED), and general electrical gear Elevator support systems (electrical aspects) Switchgear, troubleshooting, repair, replacement Automatic transfer switches (ATS), troubleshooting, repair, replacement Roadway lighting systems, troubleshooting, repair, replacement Uninterrupted Power Supply (UPS) systems, troubleshooting, repair, and replacement Above and underground fuel tanks and associated systems (troubleshooting, repair, replacement) Plumbing Systems Maintenance, repair, and replacement of: Drain, waste, and vent systems Compressed gas system components (air, oxygen, vacuum) Medical gas analysis and certification Leak repair Pipe insulation and labeling Sewer and storm drain systems Unplugging and servicing toilets, urinals, sinks, and showers Grease trap and sump pump servicing Steam system testing, repair, and demolition Heating hot water/chilled water loops, water balancing Underground fire line, irrigation line, building drain, sewer, and domestic water piping and valves Excavation for repairs/replacement Backflow device testing and repair Plumbing fixture installation, replacement, repair, or removal Emergency eye wash and shower repair or replacement Pressure vessel installation, certification, and repair Steam system components (traps, valves, pumps) Water pumps, reverse osmosis stations, water softeners, chlorination stations, water filters Plumbing demolition Licensing & Warranty Requirements: The prime contractor must hold valid West Virginia contractor licenses for Plumbing and HVAC-R. All prime and subcontractor personnel must have appropriate licensures and certifications. All materials, equipment, software, and labor provided must be warranted by the prime contractor for one year from operational start. All facility parts, materials, or software must be approved by the VA prior to installation; obsolete or proprietary systems are not permitted. All work products and project bid information created under this contract becomes the sole intellectual property of the VA. Period Of Performance and Value: Multiple straight 5-year Blanket Purchase Agreements (BPAs) will be awarded, each consisting of five ordering periods. These BPAs will facilitate the issuance of firm fixed price BPA call orders over a total period of five years. Task Orders will be project-specific, with most expected to range between $10,001 and $100,000, and an individual Task Order ceiling of approximately $300,000. The total estimated contract capacity over the life of the BPA is projected to be $9,000,000.
