Chapel Hill Disaster Debris Clearance, Removal, and Disposal Services RFP

The Town of Chapel Hill, NC is seeking qualified contractors to provide comprehensive disaster debris clearance, removal, reduction, and disposal services in the event of natural or manmade disasters. - Government Buyer: - Town of Chapel Hill, NC (Purchasing and Contracts Manager: Lenore Bishop) - Scope of Services: - Emergency road clearance and debris removal (including vegetative, construction & demolition, hazardous, and electronic waste) - Debris reduction (grinding, chipping, burning) - Operation and management of debris management sites (DMS) - Demolition of private structures, including those with asbestos-containing materials - Hazardous tree, limb, and stump removal (with size-based pricing) - Waterway, vehicle, vessel, carcass, and putrescent debris removal - Specialized services: Freon management, bio-waste, and household hazardous waste removal - Technical program management assistance for FEMA reimbursement - Equipment and Labor: - Hourly rates for a wide range of heavy equipment (e.g., Bobcat loaders, dozers, dump trucks, cranes, excavators, wheel loaders, graders, water trucks, etc.) with operators - Pricing schedules for equipment and labor, and unit rates for debris types and haul distances - Contract Structure: - Term through June 30, 2027, with two one-year extension options - Primary and Secondary contractors to be awarded - Contract activated as needed (no guaranteed annual spend) - Compliance and Requirements: - Strict adherence to FEMA, federal, state, and local regulations - Insurance, performance and payment bonds required - Encouragement of small, minority, and women-owned business participation - No specific OEMs or equipment brands are mandated; contractors may use any suitable equipment meeting the requirements.

Description

The Town of Chapel Hill is soliciting proposals from qualified contractors to provide disaster debris clearance, removal, reduction, and disposal services in the event of a natural disaster within the area. The services include emergency disaster recovery such as clean-up, demolition, removal, reduction, and disposal of debris resulting from natural or manmade disasters as directed by the Town. The contract will be funded with federal funds and requires compliance with federal laws, FEMA requirements, state law, and local ordinances. Proposals must be submitted by August 25, 2026, and requests for interpretations must be submitted by August 7, 2026.
