Description

1. INTENT TO SOLE SOURCE (BRAND NAME) The Air Force Test Center, Services Contracting Branch (AFTC/PZIOB) at Edwards AFB, CA, intends to solicit and award a purchase order on a brand-name restricted basis for a Delta H Defender Aerospace Steel Dual Chamber Furnace (Model: DEF-DC-RH-241236/2000-RH-241636/2000-SR). The statutory authority permitting this restriction is RFO 12.201-1, 41 U.S.C. 1901, restricting competition.

The 412 MXS/MXMF requires this specific brand and model to ensure seamless interoperability with existing test, calibration, and control systems (specifically the Eurotherm Nanodac recorder/controller) already in use on similar equipment within the section, thereby eliminating the need for redundant specialized calibration equipment and additional training.

2. DESCRIPTION OF REQUIREMENT The 412 MXS/MXMF has a need for a dual chamber, high-temperature inert atmosphere furnace based on the addition of new alloys requiring pre- and post-heat treatment after welding, and the use of new steel alloys in aircraft and engine components. This furnace must include a programmable Eurotherm dual recorder/controller for independent program operations (set point or programmable modes), high limit safety interlocks, roll-away oil quench tank (16" high part capacity), and oxidation resistant lining with heavy duty casters.

Period of Performance / Delivery: 10-12 Weeks ARO

Specific Requirements Include: 1 each – DELTA H DEF-DC-RH-241236/2000-RH-241636/2000-SR

Upper Chamber: Certified Temperature Uniformity Survey (TUS) Work Volume 24" Wide, 12" High, 36" Deep; Radiant Heat Chamber 2000° F; Meets Class 3, ± 15° to 1,200 - 2,000°F; Gas-tight chamber with gas flow control and flow alarm. Lower Chamber: Certified TUS Work Volume 24" Wide, 16" High, 36" Deep; Radiant Heat Chamber 2000° F; Meets Class 3, ± 15° to 1,200 - 2,000°F; Gas-tight chamber with gas flow control and flow alarm. Thermocouple Probes/Certification/Survey Wire/Features: TUS and System Accuracy Test (SAT). Probes: All necessary control and monitoring Inconel sheathed non-expendable type K thermocouple probes for both 2000°F chambers, with five spare probes. Type K must have individual serial numbers & large tags with NIST traceable certificates to document installation/replacement dates and usage for compliance to TO 1-1A-9 and AMS2750H. SAT Thermocouples: One Year Supply of type N, with NIST calibration certificates. Must include nine TUS probe thermocouples and wire harness to connect to government-supplied super-systems TUS Recorder. Test Ports: Dedicated and fixed SAT test port beside control thermocouples, and nine TUS test ports designed into furnace construction for fast TUS/SAT execution. Recorder/Controls/Instrumentation: Digital Paperless Process Recorder with tamperproof Batch Reporting & AMS2750 Process Monitoring Software. Eurotherm Recorder designed to track thermocouple usage, TUS, SAT, and calibration intervals. Type C Instrumentation Records TUS High & Low locations, Air Control Temp, and Quench Temp Independent. Overall Dimensions/Weight: 90” High x 66” Wide x 102” Long, 5,500 lbs.

DEF-STARTUP - 4 days on-site qualifying / training service. DEF-AQDTF - Automated Quench Delay Timer Function. 3-Year supply of operational Type K thermocouples (annual replacement sets, spares, dedicated TUS probe set with wire harness). 3-Year supply of SAT thermocouples, Type N with connector cable per AMS2750 (includes 12 thermocouples for quarterly replacement requirement with two spares). Two-Year Warranty.

3. INVITATION FOR CAPABILITY STATEMENTS This notice of intent is NOT a request for competitive quotes or a solicitation. However, all interested parties (including authorized Delta H resellers or manufacturers of alternative products who believe they can meet the exact interoperability and technical specifications without requiring new calibration accessories or training) are explicitly invited to submit a capability statement or proposal.

Responses must include:

Company Name, CAGE Code, UEI, and Point of Contact. Business size status under the applicable NAICS code. If offering an alternative product: Detailed technical data demonstrating how the alternative product identically matches the operational characteristics, physical dimensions, and seamless interoperability with the existing Eurotherm Nanodac controllers and current Delta H calibration accessories. If an authorized reseller: Proof of authorization to sell/distribute Delta H Technologies equipment.
