The Naval Surface Warfare Center Philadelphia Division (NSWCPD), under the Department of the Navy, is seeking industry input for engineering services supporting Electric Plant and Electric Propulsion systems on Aircraft Carriers (CVN), Submarines, and Undersea platforms. - Government Buyer: - Department of the Navy, Naval Surface Warfare Center Philadelphia Division (NSWCPD), Codes 443 and 445 - Scope of Services: - Program management support for systems engineering processes, project schedules, and financial reporting - Engineering support for hardware and software related to low and medium voltage electrical plant and propulsion systems - Includes design, testing, troubleshooting, root cause analysis, specification development, and thermal imaging surveys - Logistics support for supply chain research, obsolescence management, and fleet issue resolution - Lab support for equipment design, fabrication, testing, repair, and calibration - Software and cybersecurity support, including RMF package development, system security analysis, and training - Key Technical Areas: - Arc fault detection, transformers, motors, lighting, bus transfer switches, and software-based control systems - Personnel and Security: - Requires electrical engineers, logisticians, and technicians - Facility security clearance up to SECRET level required; handling of classified information - Travel: - Up to 53 trips per year to various CONUS and OCONUS naval bases anticipated - No specific OEMs, vendors, or product part numbers are named in the documentation - Unique Requirements: - Support covers both hardware and software, including cybersecurity and classified information handling - Services span from program management to hands-on lab and field support

Description

This Request for Information (RFI) notice is being issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). The Government is seeking information regarding the procurement of CVN and Submarine Power Systems Engineering Services. Specifications are listed in the attached RFI Notice and Statement of Work (SOW).

SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required materials described in the RFI Attachment and SOW.

NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted via email to jenny.e.tomeo.civ@us.navy.mil by 06:00PM EST, 13 August 2026.

Responses shall list "N64498-26-RFPREQ-PD-44-0124" in the subject line. No phone calls shall be accepted.

This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.

Government WILL NOT PAY for any information received, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend.
