This opportunity involves the U.S. Coast Guard seeking a contractor for major deck and stair replacement at Outer Banks housing sites in North Carolina. - Government Buyer: - U.S. Coast Guard, Base Elizabeth City (Regional Support Team RST-05 and Sector North Carolina Facilities Engineering Officer) - Scope of Work: - Demolition, removal, and replacement of decking and stairs at three USCG housing locations: 203 W. Lookout and 4211 Cobbs Way (Nags Head, NC), and 711 Canal Dr. (Kill Devil Hills, NC) - Includes all transportation, labor, equipment, materials, parts, tools, and supervision - Composite framing, decking, handrails, and sheathing specified; use of structural composite lumber for primary framing - Reuse of existing pilings where possible - All fasteners must be compatible with composite materials; hidden fasteners required for decking - Dumpster and debris disposal services included - Daily and final site cleanup required - Contractor must comply with all federal, state, and local building codes (including NC building code, EPA, OSHA) - One-year warranty on labor and materials required - Notable Requirements: - 100% Small Business set-aside (NAICS 238350 - Finish Carpentry Contractors) - Site visit strongly encouraged for accurate quoting - Firm-Fixed Price contract - No specific OEMs, part numbers, or proprietary products are named in the solicitation - Period of performance is approximately 8.5 months, with work to be completed within 150-210 workdays after notice to proceed

Description

Contractor shall provide all necessary transportation, labor, equipment, materials, parts, tools, and supervision required to safely demolish, remove, and replace designated decking and stairs at United States Coast Guard Outer Banks housing sites. See the attached Scope of Work for project requirements. This procurement is 100% set-aside for Small Businesses using NAICS code of 238350 and size standard of $19,000,000. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on August 25, 2026, via email to Frank.M.Powers@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF 1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than 2359 hours on August 16. An amendment may be posted to clear up any ambiguities and answer all questions at one time. No oral questions will be accepted. All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held at 1000 hours on August 11 at the addresses provided in the Scope of Work.
