NASA Sole Source Procurement of NovAtel GNSS Equipment and Subscription

NASA Armstrong Flight Research Center (AFRC) is seeking to procure advanced GNSS equipment and related services for its Project Airborne LASER Communication and QUARC initiatives. - NASA/NSSC intends to award a sole source contract to NOVATEL INC for: - Two (2) units of SPANCPT7-GDD-RYN-TBN-P2 dual antenna enclosures with Honeywell HG4930 MEMS IMU - Two (2) units of G5Ant-3AT1 active L1/L2 GPS/Glonass/L-Band antennas - One (1) annual subscription for TSCP-GL-AR-1YR - Equipment must comply with NASA Quality Document Q1-A and OEM certifications - The GNSS equipment supports advanced GPS, positioning, and INS features, including RTK, PPP, DGPS, and high-rate IMU data - Delivery is required by July 31, 2026 - The procurement is classified under NAICS 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) - Other vendors may submit capability statements for consideration, but NOVATEL INC is currently identified as the sole source - The opportunity is for commercial items under FAR 12.102(a)

Synopsis:

NASA/NSSC has a requirement for SPANCPT7-GDD-RYN-TBN-P2, G5Ant-3AT1, and Subscription: TSCP-GL-AR-1YR)

NASA/NSSC intends to issue a sole source contract to NOVATEL INC 10921 14 ST NE Calgary, Ab T3K 2L5 Canada under the authority of FAR 12.102(a). It has been determined that NOVATEL INC is the sole provider of SPANCPT7-GDD-RYN-TBN-P2, G5Ant-3AT1, and Subscription: TSCP-GL-AR-1YR. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Armstrong Flight Research Center (AFRC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 334220.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 7/31/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
