This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: W.T. Cox Information Services.
Description:
The purpose of this procurement is to acquire enterprise licenses for Elsevier Clinical eLearning educational programs supporting Clinical Educator development, nurse preceptor preparation, and transition-to-practice education within the NIH Clinical Center Nursing Department.
The acquisition includes:
Transition to Nursing Professional Development Practice — Online curriculum supporting the onboarding and professional development of Clinical Educators through instruction in adult learning principles, curriculum development, competency assessment, educational evaluation, and nursing professional development practice. Mosby's Preceptor Course License — Evidence-based online curriculum that prepares nurse preceptors to effectively orient, coach, mentor, and evaluate newly hired nurses and nursing students. Mosby's Preceptor Kit — Supplemental educational resources and reference materials that reinforce standardized preceptor practices and support consistent learner experiences across clinical settings. Transition to Practice — Online curriculum supporting newly licensed registered nurses enrolled in the NIH Clinical Research Nursing Residency Program (CRNRP). The program reinforces professional role transition, clinical judgment, patient safety, communication, prioritization, resilience, evidence-based practice, and professional accountability while supporting the program's continued accreditation by the American Nurses Credentialing Center (ANCC) Practice Transition Accreditation Program.
The subscription provides enterprise access to online educational content, periodic evidence-based content updates, and technical support provided by Elsevier. These resources will be utilized by Clinical Educators, nurse preceptors, nursing leadership, and CRNRP participants across all Clinical Center nursing services.
The estimated cost of this acquisition is $23,321.00. The anticipated Period of Performance is September 30, 2026, through September 29, 2027 (base year), with any option periods as negotiated under the resulting contract.
The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements.
